ENGINEERING • ARCHITECTURE • LAND SURVEYING
COVER LETTER

May 27, 2025

Gemma Stanton, ERC/Project Engineer
City of South Bend
227 W. Jefferson Blvd.
South Bend, IN 46601

RE: REQUEST FOR PROPOSALS – CE Services for Safe Routes to School at Kennedy Academy
(Des #2201237) in the LaPorte District

Dear Ms. Stanton:

As a South Bend-based firm, with sixty of our nearly two-hundred-and-fifty employees based out of our
downtown South Bend office, Abonmarche is poised and qualified to support the City in this Safe Routes to
School project. It is important to note that Abonmarche played a pivotal design role in the area several
blocks north of Kennedy School at the intersection of Lincolnway West and Olive Streets with respect to
intersection improvements, crosswalk safety, pedestrian improvements, and bike lanes.

As you know, all projects contain challenges and unknowns that must be managed through the construction
inspection process. How Safe Routes to School at Kennedy School is managed is key to controlling the project
construction timeline and budget, as well as ensuring that the projected overall life expectancy of the
improvements are met.

Abonmarche utilizes three key tenants to the process of construction inspection and oversight for our clients:
1. Be engaged, firm and fair with contractors and convey our expectations.
2. Be great communicators by providing timely project information to our client and to the contractor.
3. Be part of the solution to address any challenges that arise.

We hope that our proposal clearly demonstrates that the team we have assembled has the construction
experience, along with technical knowledge and support staff to successfully oversee the construction of this
project for the City. Moreover, we believe our qualifications, team, and our firsthand experience with Safe
Routes to School Projects set us apart. We hope you agree and look forward to working with you on this
important public safety project.

Sincerely,
ABONMARCHE CONSULTANTS, INC.

Chad Knip, PE John Linn, PE
Senior Project Engineer Principal, Chairman of the Board
cknip@abonmarche.com jlinn@abonmarche.com
574.232.8700
