Memorandum <br />DATE: May 5, 2025 <br />TO: Members of the Board of Public Works <br />Michael Schmidt, Assistant City Attorney <br />Theresa Heffner, Clerk to the Board of Public Works <br />FROM: Caleb Bauer, DCI Executive Director <br />SUBJECT: State Theater Emergency Roof Repair <br />The South Bend Redevelopment Commission closed on the purchase of the historic State Theater building <br />on May 1st. Prior to the purchase, City staff observed during due diligence damage that occurred this <br />winter to the roof that is allowing significant amounts of moisture to enter the building that could rapidly <br />degrade the structural integrity of the load-bearing walls of the building. <br />Attached to this memorandum are updated citations in the existing Unsafe Building Law case that had <br />been initiated when the property was under private ownership. A number of the violations would be <br />considered “critical” violations and require immediate action to resolve. I have also attached a report <br />from March prepared by Kil Architecture that highlights the urgency in repairing the roof. <br />City staff have solicited two quotes from emergency temporary repairs to the roof to prevent additional <br />moisture from infiltrating into the building and causing damage that could endanger the structural <br />soundness of the building. <br />We request approval at your May 8th Agenda Review meeting to allow work to begin <br />immediately to make the emergency repairs.
