Commissioner's Report <br /> SUCCESSES <br /> 2024 was another record-breaking year for the Building Department as the Residential sector remained <br /> constant and the Commercial sector boomed in all areas.We have achieved all-time highs in permit issuance <br /> revenue and construction valuation.We work with both city and county departments, from data collection and <br /> analysis,assisting with daily issues,to helping solve issues with our aging building scape.We continue to <br /> develop permit processes accommodating developers and contractors of all sizes,using all available <br /> technologies. <br /> We issued 12,350 permits, performed 16,502 inspections,and traveled 114,719 miles in serving the residents <br /> of St.Joseph County and the City of South Bend. Additionally, we performed 269 Plan Reviews and processed <br /> our measured building permits in an amazing average of 2 minutes and 56 seconds. <br /> Certification is a measure of quality and professionalism in the building industry. Our inspectors are active in <br /> continuing education and have obtained new and renewed certifications in a continuing effort to become cross <br /> trained in all code disciplines.We encourage additional training and certification for everyone in the department. <br /> There have been 5 International Code Council Certifications earned in 2024. <br /> FORECAST ISSUES— MOVING AHEAD <br /> We predict 2025 will be more of the same.The Residential sector will remain constant as interest rates level off or <br /> decrease.The Commercial sector will continue to be strong with large-scale projects planned throughout our jurisdiction. <br /> We have effectively implemented community outreach through relationship building activities with home <br /> builders, schools,unions,developers,and governmental entities.We have done multiple presentations to help <br /> create building code awareness and communicate the benefits of a robust Building Department.We continue <br /> to better serve the public with growing expertise and efficiency.We strive to make sure the Building Department <br /> continues with an atmosphere of Excellence,Accountability,Innovation,Inclusion and Empowerment. <br /> Randy L James,C.B.O <br /> Building Commissioner <br /> 1 <br />
