3. Policy - It shall be the policy of the City of South Bend to periodically <br />review its Annexation Plan and the procedures for its implementation. <br />Goal - There should be a periodic review of the land contiguous to the <br />City to determine its appropriateness for annexation. <br />Objective - The City should annex land that through time becomes <br />contiguous to the City and that meets the annexation policies of the city. <br />The City should also continually review its procedures for the <br />annexation of territory to accommodate changes in state or local <br />annexation law. <br />D. GUIDELINES FOR IMPLEMENTATION OF THE ANNEXATION POLICY <br />1. The following priority guidelines are to be used in the implementation <br />of the City's Annexation Policy on those areas most appropriate for <br />annexation by the City and that meet the following conditions: <br />• Contiguous territory zoned for residential, commercial, business or <br />industrial uses; <br />• contiguous territory which is 60% subdivided; <br />• contiguous territory in which the population density is at least three <br />(3) persons per acre; <br />• contiguous territory that is needed and can be used by the City for its <br />development in the reasonably near future; <br />• contiguous territory of which the owners of the territory seek <br />voluntary annexation, if such contiguous territory advances the <br />Annexation Plan and policies of the City; <br />• non-contiguous territory which advances the policies of the <br />Annexation Plan and the City, as provided by State law. <br />2. The following general guidelines are to be used in the implementation <br />of the City's Annexation Policy on those areas most appropriate for <br />annexation by the City and that meet the following conditions: <br />• Annexations should be within the Study Area, as periodically <br />reviewed and amended to further the policies of the City; <br />• all annexations shall be evaluated to ensure consistency with the <br />general policies of the City and the specific policies of this Plan; <br />52 <br />
