The Services Division provides a wide range of administrative and support <br />services directly for both the Uniform Division and Investigation Division, <br />and for the Police Department's overall public service. These services <br />include records data, photo lab, fingerprint classification and processing, <br />burglar alarm coordination, communications center, public relations, <br />crimestoppers, public information, training, computer services and motor <br />pool. <br />2e Annexation Responsibilities <br />The basic unit of the Uniform Division is the patrol beat. Presently, the <br />patrol beat requires 4.5 uniform officers. The creation of a beat considers a <br />variety of factors including overall geographic size, type of land use, street <br />layouts and traffic, population and social/economic factors. The beat itself <br />can be comprised of several reporting districts, which are the basic evaluation <br />units that cumulatively build to create a beat. <br />The department has used a systematic evaluation methodology for <br />determining the personnel needs for previous annexations. Using the <br />criteria noted above, the department can estimate proportional time <br />commitments for patrol and other incidents involving the beat officer and <br />the service needs of the Investigative Division and support services. From <br />these estimates, a cost to provide police services for an annexation can be <br />determined. This methodology should be continued for future annexations <br />and, because of the possibility for larger -scale annexations, should be <br />expanded to cover all of the services provided by the department. <br />The methodology used by the Police Department also considers long-range <br />service needs created by annexation. The ebb and flow between deficit and <br />surplus service capabilities can be managed and the deviation from the <br />standard level of service can be minimized by periodic adjustments of the <br />beat boundaries, adding supplemental beat patrols, and the creation of new <br />beats when necessary. In 1992, the Police Department will add beat 16 in the <br />southeast part of the City and Beat 20 in the northwest part of the City. These <br />areas, presently being patrolled by Beat 15 and Beat 22, respectively, are <br />presently causing some deficit service capabilities upon their present beats, <br />Though the department has been able to minimize these deficits by adding <br />supplemental patrols, the new beats will reduce the deficit service demand <br />being placed upon the present beat and allow that beat to return to its <br />standard level of service. The new beats, on the other hand, will have some <br />surplus capabilities which can assist adjacent beats and which will permit <br />future annexations to take place without having a negative impact upon the <br />Police Department. This long-range planning, of course, will need to be <br />continued and must be based upon an established service methodology. <br />44 <br />
