Extensive development in the proposed annexation area could result <br />in the need for an additional cleaning crew and related equipment for <br />the Bureau of Sanitation. If sewers are properly designed and <br />constructed, the repair of breaks should not be a problem for well over <br />20 years. Normal operation of the Bureau of Sanitation is included in <br />the user fee -supported budget of the Bureau of Wastewater. As a <br />master plan for the sanitary collection system is developed, it should <br />be reviewed and evaluated for its impact upon the Bureau of <br />Sanitation. During interim stages of development, reliance may best <br />be placed upon private contractors for support. It should be recognized, <br />however, that extensive development of an expanded sanitary sewer <br />system within the proposed annexation area will require additional <br />staff and equipment within this bureau. <br />The effects of annexation upon the Bureau of Solid Waste will be <br />unique and, to a certain extent, cannot be fully identified at this time. <br />Unlike other municipal services, the Bureau of Solid Waste competes <br />with private business for this service. As the City begins to annex new <br />territory, the residences and businesses in this territory will already be <br />served by private haulers. The City will need to determine if it should <br />offer solid waste hauling services to the annexed areas or if this service <br />should remain with private haulers. If this service is not offered by <br />the City, it could pose problems to some of the annexed individuals <br />who will not be given the equal opportunity to use this City service as <br />offered to other City residents and business. On the other hand, if this <br />service is offered to annexed territory, it could pose operational <br />problems because of few customers dispersed over a larger service <br />area. These and other related issues will need to be resolved. <br />Compounding the situation regarding the extension of the Bureau of <br />Solid Waste services to annexed territory are the numerous and <br />potentially complicated issues that need to be resolved concerning <br />implementation of the county -wide solid waste management plan. <br />These issues not only will effect annexed territory, but may also have <br />significant effects upon this bureau for its present city-wide service. <br />Sanitary sewer system expansion is the responsibility of the City <br />Engineer' office. It is included here because of the relationship to the <br />Bureau of Wastewater and the Bureau of Sanitation. Past annexation <br />policy for involuntary annexations provided for the extension of <br />sewers on a mile square grid. Costs were assessed on a unit area basis <br />and collected as the area developed and sewer connections made. The <br />up front funding had to be provided by the City. <br />33 <br />
