The combination of developed land and undeveloped land, with its varying <br />potential development limitations, shows that new growth trends may occur in <br />the future. Clay Township, a major past growth area, has very little remaining <br />undeveloped land with about one-half of this land having potential moderate <br />development limitations. Another past growth area in the south/southeast is <br />also becoming limited for future growth. On the other hand, the area north and <br />northwest of the City presents the possibility for substantial new development. <br />A final planning item shown on Map 5 is the boundary for the St. Joseph Valley <br />Sole Source Aquifer. This aquifer was designated by the US EPA and, at this <br />time, is only jurisdictionally applicable to federally funded actions. It does, <br />however, reinforce impending local concerns about the quality of groundwater <br />and the fragile relationship between a large number of residents in the study <br />area. <br />23 <br />
