29 <br />Memorial Hospital Development Principles <br />Downtown North is a key gateway into downtown <br />South Bend and given its current uses, mainly surface <br />parking lots, has significant opportunity for future de - <br />velopment. In anticipation of potential development, <br />general vision and urban design guidelines were <br />created to help encourage desired development: <br />• Reinforce entry into downtown from the north; <br />• Define building edges at roundabouts; <br />• Use building form to define primary and second- <br />ary streets; <br />• Define priority lots for development and identify <br />suitable locations for new, high quality housing as <br />well as a parking structure(s); and <br />• Use thoughtful transitions in form and scale to the <br />adjacent residential neighborhoods. <br />Priority locations and edges for encouraging develop- <br />ment were identified as along LaSalle Avenue, corners <br />located at the Marion Street and Bartlett Street round- <br />abouts, the edge along Leeper Park at Park Lane and <br />Michigan Street, a stretch of Michigan Street north of <br />Madison Street, and along N. St. Joseph Street.
