7 <br /> <br />requirement. Attorney Taylor advised that the state statute requires three (3) years of residency <br />to qualify. <br /> <br />Darryl Heller asked if the state statute requires a residency requirement for fire, but not for <br />police. Attorney Taylor advised that the fire department is controlled by state statute which <br />the three (3) year residency requirement is a part of. <br /> <br />Upon a motion by Darryl Heller, seconded by Al Kirsits, and followed by a roll call, the <br />Resolution was approved. <br /> <br />4. FILE 4TH QUARTER REPORT FOR SPECIALIIZED SCHOOLS <br />Police Chief Ruszkowski submitted the 4th Quarter Report for Specialized Schools. <br /> <br /> <br />Pam Claeys asked what CVSA certification stood for. Chief Ruszkowski noted that it stands <br />for Certified Voice Stress Analysis. It’s similar to a polygraph. It measures voice inflections <br />in the voice specific microphone. <br /> <br />Pam Claeys asked about Tremble and how it works. Chief Ruszkowski stated that Tremble <br />Reveal is AI software training for the Fact Team diagrammers noting that it takes <br />measurements. <br /> <br />Pam Claeys and Darryl Heller questioned the dollar amount for the CVSA certification <br />training. They initially noted that the math didn’t add up, but upon reexamination, agreed the <br />numbers provided were correct. Chief Ruszkowski asked Captain Kathy Fulnecky to check <br />the numbers and get back to them. <br /> <br />5. FILE MONTHLY STATISTICAL ANALYSIS REPORT FOR DECEMBER 2024 <br />Police Chief Scott Ruszkowski submitted the December 2024 Monthly Statistical Report.
