326 <br />WHEREAS, the Mayor of the City of South Bend, Indiana, is the Chief Executive <br />Officer of the City; and <br />WHEREAS, Section 8 of the United States Housing Act of 1937, as amended, <br />authorizes the Housing Authority to develop, own, or assist in housing of low- income <br />persons; and <br />WHEREAS, there currently exists in South Bend, Indiana, a need for the <br />rehabilitation of twenty -eight (28) vacant units owned by the Housing authority; and <br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the Mayor of the City of South Bend, Indiana, and the South <br />Bend Public Housing authority is hereby authorized to submit the Major <br />Reconstruction of Obsolete Public Housing Projects application to the United States <br />Department of Housing and Urban Development. <br />SECTION II. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ John Voorde <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Mayor Kernan made the <br />presentation for the resolution. He indicated twenty -eight vacant units exist <br />within the Housing Authority Home Ownership Program, and this application will <br />request funds for the renovation of these units. He indicated the community was <br />concerned about these vacant units, and it was important that the City and the <br />Housing Authority pursue all available avenues for renovation funds. Irene Mutzl, <br />320 Parkovash, asked how many units were boarded up. Council Member Puzzello made a <br />motion to adopt this resolution, seconded by Council Member Coleman. The resolution <br />was adopted by a roll call vote of eight ayes. <br />BILLS. FIRST READING <br />BILL NO. 55 -88 A BILL FIXING THE ANNUAL PAY AND MONETARY FRINGE BENEFITS OF <br />FIREFIGHTERS OF THE SOUTH BEND FIRE DEPARTMENT FOR THE CALENDAR <br />YEARS 1989 AND 1990. <br />This bill had first reading. Council Member Coleman made a motion to set this bill <br />for second reading and public hearing July 25, and refer it to the Personnel and <br />Finance Committee, seconded by Council Member Puzzello. The motion carried. <br />BILL NO. 56 -88 A BILL TRANSFERRING MONIES FROM THE FIRE DEPARTMENT ACCOUNT TO <br />THE EMERGENCY MEDICAL SERVICES ACCOUNT. <br />This bill had first reading. Council Member Puzzello made a motion to set this bill <br />for second reading and public hearing July 25, and refer it to the Public Safety <br />Committee, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 57 -88 A BILL APPROPRIATING $63,635.80 FROM THE <br />SERVICES CAPITAL IMPROVEMENT FUND. <br />MEDICAL <br />This bill had first reading. Council Member Coleman made a motion to set this bill <br />for second reading and public hearing July 25, and refer it to the Public Safety <br />Committee, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 58 -88 A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS <br />AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE <br />CALENDAR YEAR OF 1989. <br />This bill had first reading. Council Member Puzzello made a motion to set this bill <br />for second reading and public hearing July 25, and refer it to the Personnel and <br />Finance Committee, seconded by Council Member Coleman. The motion carried. <br />BILL NO. 59 -88 A BILL AUTHORIZING TAX ANTICIPATION TIME WARRANTS FOR 1988. <br />This bill had first reading. Council Member Coleman made a motion to set this bill <br />for second reading and public hearing July 25, and refer it to the Personnel and <br />Finance Committee, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 60 -88 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE FIRST <br />NORTH -SOUTH ALLEY WEST OF PORTAGE AVENUE RUNNING NORTH FROM KING <br />STREET FOR A DISTANCE OF APPROXIMATELY 118 FEET TO 14' ALLEY: <br />ALSO THE FIRST EAST -WEST ALLEY NORTH OF KING RUNNING WEST FROM <br />PORTAGE AVENUE FOR A DISTANCE OF APPROXIMATELY 154' TO 14' ALLEY. <br />This bill had first reading.
