That the City of South Bend shall expedi:_:.,__; initiate and complete the <br />p� in accordance with the project schedule contained in the grant application <br />and agreement; <br />2. That the proposed facilities described in the facilities plan have been <br />certified as being in conformity with the appropriate approved area -wide 208 Water <br />Quality Management Plan; <br />3 . That the City of South Bend will implement an approved user charge system <br />through a sewer use ordinance, rate ordinance, and an intermunicipal service <br />agreement throughout the useful life of the facilities; <br />4 . That the City of South Bend has not knowingly used any individual or <br />organization on the U.S. master list of debarments, suspension or voluntary <br />exclusions; <br />5. That the City of South Bend will take affirmative steps required by 40 CFR 33 <br />240 to utilize small, minority, women' s and labor surplus area businesses; and <br />6 . That the costs provided in the Financial Capability Analysis submitted with <br />the Facilities Plan have not changed significantly and, therefore, are still valid <br />at an estimated monthly cost per residential connection ranging from $11.05 to <br />$16.05. <br />SECTION II. This Resolution shall be in full force and effect upon its passage <br />and its approval by the Mayor. <br />/s /John Voorde <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. John Leszczynski, <br />Director of Public Works, made the presentation for the resolution. He indicated <br />the State asked that this resolution be adopted which contains assurances relevant <br />to participation in Federal and State stream pollution control board construction <br />grant program. Joseph Guentert, 3510 Corby, spoke about the problems at the <br />Wastewater Treatment Plant. Council Member Zakrzewski made a motion to adopt this <br />resolution, seconded by Council Member Soderberg. The resolution was adopted by a <br />roll call vote of nine ayes. <br />RESOLUTION NO. 1619 -88 RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE SOUTH BEND HOUSING <br />AUTHORITY TO SUBMIT AN APPLICATION TO THE UNITED STATES <br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR 1200 <br />SECTION 8 CERTIFICATES/ VOUCHERS TO REPLACE THE UNITS <br />UNDER THE HOUSING ALLOWANCE PROGRAM. <br />WHEREAS, The South Bend Housing Authority is the applicant for a grant from the <br />United States Department of Housing and Urban Development; and <br />WHEREAS, The receipt of Section 8 Certificates /Vouchers will enable The South Bend <br />Housing Authority to replace the units under the Housing Allowance Program. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA: <br />SECTION I. The Common Council hereby establishes the authority of The South Bend <br />Housing Authority to submit a grant application to the United States Department of <br />Housing and Urban Development for funding for Section 8 Certificates /Vouchers to be <br />used to replace the units under the Housing Allowance Program, to be administered <br />through the South Bend Housing Authority. <br />SECTION II. Alanzo Watson, Director <br />of the Housing Authority, made the presentation for the resolution. He indicated <br />the Housing Allowance Program will end September 6, 1989, and the City has <br />determined there is a continued need for rental assistance. He indicated the Board <br />of Commissioners of The Housing Authority is applying to HUD for 1200 units of <br />Section Certificates and /or Vouchers to facilitate the conversion of renters <br />currently participating in the phase down of the Experimental Housing Allowance <br />Program. Council Member Coleman made a motion to adopt this resolution, seconded by <br />Council Member Luecke. The resolution was adopted by a roll call vote of nine <br />aves. <br />NO. 1620 -88 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA PETITIONING THE ST.
