The motion carried. <br />Council Member Zakrzewski made a motion to set Bill nos. 1 and 2 -88 for second <br />reading and public hearing March 14, and refer them to the Zoning and Vacation <br />Committee, seconded by Council Member Coleman. The motion carried. <br />SPECIAL BUSINESS <br />RESOLUTION NO. 1592 -88 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA COMMENDING THE SOUTH BEND POLICE <br />DEPARTMENT AND SGT. BILL HUMPHRIES FOR RECEIVING THE <br />INDIANA "PROTECT LITTLE HOOSIERS" AWARD. <br />WHEREAS, the Common Council of the City of South Bend, Indiana, acknowledges <br />with great pride that the South Bend Police Department received the "Protect Little <br />Hoosiers" award on February 25, 1988' and <br />WHEREAS, the Council notes that this award is the State of Indiana's highest <br />occupant protection honor which acknowledges significant contributions to child <br />passenger safety; and <br />WHEREAS, the Council specifically commends Sgt. Bill Humphries who oversees the <br />"Hoosiers for Safety Belts" program in the South Bend Police Department <br />WHEREAS, during the 1986 -87 school year and during the summer of 1987, 30 <br />schools had classes of 2,012 children at Safetyville; 15 pre - schools had 1,117 <br />children involved in Safetyville programs, and 517 Headstart students participated <br />
