BILL NO. 133 -87 A BILL APPROVING PARKING RATES FOR PARKING GARAGES AND PARKING LOTS OWNED, LEASED AND OPERATED BY THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND, INDIANA. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Michael Vance, Controller, made the presentation for the bill. He indicated the administration has been reviewing parking rates in the downtown area and Redevelopment is contemplating the construction of a new parking facility on the northwest corner of the intersection of Wayne and St. Joseph Street. He indicated that in order to provide parking at a price reflective of the cost in that facility, the other two garages and flat lots the parking rates should be amended as proposed in this bill. He indicated the privately owned garages downtown are charging a monthly rate of: Valley American $50; 1st Source $40 and First Interstate $35. he indicated the rates for the municipally owned garages would still result in a lower monthly parking rate than the other facilities. Council Member Serge made a motion to recommend this bill to the Council favorably, seconded by Council Member Beck. The motion carried. There being no further business to Member Taylor made a motion to rise Member Beck. The motion carried. Council Member Taylor made a motion to pass this bill, seconded by Council Member Puzzello. The bill passed by a roll call vote of seven ayes and one nay (Council Member Voorde.). ORDINANCE NO. 7833 -87 AN ORDINANCE TO VACATE THE FOLLOWING DESCRIBED PROPERTY: GARST ST. RUNNING WEST FROM THE WESTERLY RIGHT -OF -WAY OF PRAIRIE TO THE 1ST NORTH -SOUTH ALLEY FOR A DISTANCE OF 143.54' MORE OR LESS. ALL BEING PART OF SOUTH BEND CITY ADD., WITHIN THE CITY OF SOUTH BEND, ST. JOSEPH COUNTY, INDIANA. This bill had second reading. Council Member Voorde made a motion to pass this bill, seconded by Council Member Taylor. The bill passed by a roll call vote of eight ayes. ORDINANCE NO. 7834 -87 PUBLIC READING ON A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE FIRST NORTH -SOUTH ALLEY WEST OF KESSLER BOULEVARD, RUNNING SOUTH FROM MCCARTNEY STREET FOR A DISTANCE OF APPROXIMATELY 128 FEET TO THE FIRST INTERSECTING ALLEY, LYING BETWEEN LOTS 64 AND 65 OF THE NORTHWEST 2ND ADDITION TO THE CITY OF SOUTH BEND, INDIANA. This bill had second reading. Council Member Voorde made a motion to pass this bill, seconded by Council Member Taylor. The bill passed by a roll call vote of eight ayes. BILL NO. 67 -87 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING VARIOUS SECTIONS OF THE MUNICIPAL CODE FOR THE PURPOSES OF PREVENTING FIRES AND FIRE LOSSES AND TO MINIMIZE AIR POLLUTION CAUSED BY OPEN BURNING. Council Member Taylor made a motion to amend this bill, as amended in the Committee of the Whole, and continue it until March 28, seconded by Council Member Beck. The motion carried.
