150 <br />BILL NO. 84 -87 A BILL TO VACATE THE FOLLOWING PROPERTY: THE 1ST NORTH -SOUTH <br />ALLEY WEST OF ST. JOSEPH STREET RUNNING SOUTH FROM NAVARRE STREET <br />FOR A DISTANCE OF 110 FEET; THENCE RUNNING WEST A DISTANCE OF 80' <br />MORE OR LESS TO THE INTERSECTING NORTH -SOUTH ALLEY. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Eugene Forsythe, the <br />petitioner, made the presentation for the bill. He indicated he wanted this <br />vacation in order to join his two pieces of property. Council Member Serge made a <br />motion to recommend this bill to the Council favorable, seconded by Council Member <br />Beck. The motion carried. <br />BILL NO. 87 -87 A BILL TRANSFERRING $540,000.00 AMONG VARIOUS ACCOUNTS WITHIN THE <br />DIVISION OF COMMUNITY DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Elizabeth Leonard, Director of <br />Financial and Program Management, made the presentation for bill. She indicated <br />this bill transfers the estimated $540,000 in reprogrammed funds for Program Year <br />1988. Sheryl Clairmont, a representative of Community Coordinated Child Care, spoke <br />of the need for money to assist child care. Council Member Beck made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Beck. The <br />motion carried. <br />BILL NO. 88 -87 A BILL APPROPRIATING $302,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND COMMONLY REFERRED TO AS THE GENERAL REVENUE SHARING <br />TRUST FUND TO THE STREET DEPARTMENT'S M.V.H. FUND TO DEFRAY <br />STREET DEPARTMENT RELATED EXPENSES. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Mike Vance, Controller, made <br />the presentation for the bill. He indicated this appropriation would be used to <br />offset declining gasoline tax revenues in the 1987 operating budget of the Street <br />Department. Joseph Guentert, 3510 Corby, spoke against this bill. Council Member <br />Zakrzewski made a motion to recommend this bill to the Council Member Barcome. The <br />motion carried. <br />BILL NO. 89 -87 A BILL APPROPRIATING $2,408,100 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE <br />DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH BEND, <br />INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES FOR THE PROGRAM YEAR <br />BEGINNING JANUARY 1, 1988 AND ENDING DECEMBER 31, 1988 TO BE <br />ADMINISTERED THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT. <br />This being the time heretofore set for public hearing <br />and opponents were given an opportunity to be heard. <br />Financial and Program Management, indicated this bill <br />Development Block Grant funds for Program Year 1988. <br />a motion to recommend this bill to the Council favora <br />Taylor. Dale Balsbaugh, Director of <br />the Morris Civic, made the presentation for the bill. He indicated this <br />appropriation would be used to purchase sound system equipment. Council Member <br />Zakrzewski made a motion to recommend this bill to the Council favorable, seconded <br />by Council Member Taylor. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Taylor made a motion to rise and report to the Council, seconded by Council <br />Member Braboy.
