REGULAR MEETING <br />July 27, 1987 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, July 27, at 4:30 P.M. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Braboy, Beck, Puzzello, <br />Taylor, Zakrzewski, Barcome, Paszek, Voorde <br />and Serge, <br />Absent: None <br />SPECIAL BUSINESS <br />Council Member Beck made a motion to set the August 10 meeting at 4:30 p.m., <br />seconded by Council Member Taylor. The motion carried. <br />REPORTS <br />Council Member Braboy indicated the Human Resources Committee had met on Resolutions <br />65, 66, 67 and 68 -87 and recommended them favorably. <br />Council Member Beck indicated that the leaf burning report from City Engineer, John <br />Leszczynski, due today, would be given on September 14. Council Member Barcome made <br />a motion to accept September 14, for this report, seconded by Council Member <br />Paszek. The motion carried. <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Zakrzewski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on July 27, at 4:37 p.m., with nine members present. <br />Chairman Puzzello presiding. <br />BILL NO. 71 -87 A BILL DELETING CHAPTER 14 <br />ENTITLED "PROPERTY." <br />This being the time heretofore set for public <br />and opponents were given an opportunity to be <br />Attorney, made the presentation for the bill. <br />Chapter 14.5 of the Code entitled "Property ", <br />of municipal law. Council Member Taylor made <br />Council favorably, seconded by Council Member <br />.5 OF THE SOUTH BEND MUNICIPAL CODE, <br />hearing on the above bill, proponents <br />heard. Eugenia Schwartz, City <br />She indicated this bill deletes <br />since State law now governs this area <br />a motion to recommend this bill to the <br />Serge. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member made a motion to rise and report to the Council, seconded by Council Member <br />. The motion carried. <br />ATTEST: <br />City Clerk <br />REGULAR MEETING RECONVENED <br />ATTEST: <br />Ch n <br />Be it remembered that the Common Council of the City of South Bend reconvened in the <br />Council Chambers on the fourth floor of the County -City Building at p.m. Council <br />President Serge presiding and nine members present. <br />BILLS, SECOND READING <br />ORDINANCE NO. 7787 -87 A BILL DELETING CHAPTER 14.5 OF THE SOUTH BEND <br />MUNICIPAL CODE, ENTITLED "PROPERTY." <br />This bill had second reading. Council Member Puzzello made a motion to pass this <br />bill, seconded by Council Member Voorde. The bill passed by a roll call vote of <br />nine ayes. <br />RESOLUTIONS <br />RESOLUTION NO. 1524 -87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND DESIGNATING CERTAIN AREAS WITHIN THE CITY COMMONLY <br />KNOWN AS 516 SOUTH MICHIGAN ST. AN ECONOMIC <br />REVITALIZATION AREA FOR PURPOSES OF REAL PROPERTY TAX <br />ABATEMENT. <br />WHEREAS, a petition for real property tax abatement consideration has been filed <br />with the Common Council of the City of South Bend, requesting that the area commonly <br />known as 516 South Michigan St., South Bend, Indiana, and which is more particularly <br />described by a line drawn as follows: <br />
