7. <br />(y'ULAR MF.F.TTNG MAY 11,1987 <br />WHEREAS, the receipt of a State Investment Incentive Grant will enable the City <br />of South Bend to finance a portion of the acquisition costs of manufacturing <br />equipment necessary to allow Precision Tool & Die and Design, Inc. to begin their <br />operation in South Bend; and <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA: <br />SECTION I. Hereby establishes the authority of the Mayor of the City of South <br />Bend to submit a State Investment Incentive Grant application to the Indiana <br />Department of Commerce for Precision Tool & Die and Design Inc. project. <br />SECTION II. This Resolution shall be in full force and effect immediately upon <br />passage by the Common Council of the city of South Bend, Indiana, and approval by <br />the Mayor. <br />/s/ Joseph T. Serge <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Jon Hunt, Director of <br />Redevelopment, indicated Sibley's is an existing business and without assistance <br />from the City the long term viability of the entire operation will be in jeopardy. <br />He indicated that Sibley's has recently acquired certain operating assets of General <br />Castings in Waukesha and they are currently in the process of phasing out the <br />operation in Waukesha and moving the production to South Bend. He indicated that <br />Sibley's internal funds are not sufficient to finance all of the acquisition cots. <br />He indicated they have obtain a line of credit from a local bank and received <br />approval for funds from the South Bend Industrial Revolving Fund, however, <br />additional funds are still required and they will come from a combination of grants <br />for training, state loans and additional borrowing. He indicated that Precision <br />Tool is a minority owned business which will acquire the assets and customer base of <br />Advance Engineering, in Niles. He indicated they planned to relocate the facility <br />to South Bend. He indicated the City has already received tentative approval for a <br />grant in the amount of $100,000, however, the formal application and the <br />accompanying resolution is necessary before the final agreements can be put in <br />place. Council Member Barcome made a motion to adopt Resolution no. 1505 -87, <br />seconded by Council Member Zakrzewski. The resolution was adopted by a roll call <br />vote of nine ayes. Council Member Taylor made a motion to adopt Resolution No. <br />1506 -87, seconded by Council Member Voorde. The resolution was adopted by a roll <br />call vote of nine ayes. <br />BILLS, FIRST READING <br />Council Member Barcome made a motion to have the next meeting May 26, seconded by <br />Council Member Paszek. The motion carried. <br />BILL NO. 32 -87 A BILL AMENDING SOUTH BEND MUNICIPAL CODE CHAPTER 21, ARTICLE <br />6.5, ENTITLED HISTORIC PRESERVATION COMMISSION. <br />This bill had first reading. Council Member Puzzello made a motion to refer the <br />bill to Area Plan, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 33 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT THE <br />SOUTHEAST CORNER OF COLUMBIA AND SOUTH STREETS IN THE CITY OF <br />SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Beck made a motion to refer the bill to <br />Area Plan, seconded by Council Member Barcome. The motion carried. <br />BILL NO. 34 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE 1ST <br />NORTH -SOUTH ALLEY WEST OF SUNNYSIDE, RUNNING FROM WAYNE STREET <br />SOUTH TO THE INTERSECTING EAST -WEST ALLEY, FOR A TOTAL DISTANCE <br />OF 112 FEET, MORE OR LESS. <br />This bill had first reading. Council Member Puzzello made a motion to set this bill <br />for second reading and public hearing May 26, and refer it to the Zoning and <br />Vacation Committee, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 35 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE FIRST <br />EAST -WEST ALLEY SOUTH OF HURON STREET RUNNING EAST FROM <br />KOSCIUSZKO STREET TO THE FIRST NORTH -SOUTH INTERSECTING ALLEY FOR <br />A DISTANCE OF 128.6 FEET BETWEEN LOTS 22 AND 23 OF J M STUDEBAKER <br />SUB OF LOT 1 - HARPER & RUCKMANS SURVEY TO THE CITY OF SOUTH <br />BEND, ST. JOSEPH COUNTY, INDIANA. <br />This bill had first reading. Council Member Beck made a motion to set this bill for <br />second reading and public hearing May 26, and refer it to the Zoning and Vacation <br />Committee, seconded by Council Member Zakrzewski.
