That this Resolution constitutes the approval of the request for <br />modification of the Urban Enterprise Zone by the Council and Mayor of the City <br />within which the zone in question is located, as required by the policy guidelines <br />established by the Indiana Enterprise Zone Board, and hereby authorizes the Urban <br />Enterprise Association of South Bend, Indiana, Inc. to submit an application <br />recommending an enterprise zone boundary modification to the State Enterprise Zone <br />Board. <br />Section III. That this Resolution shall be in full force and effect from and <br />after its adoption by the Common Council and approval by the Mayor. <br />/S/ Joseph T. Pamela Meyer, Program <br />Director of the Urban Enterprize Zone, indicated this resolution will allow the <br />Urban Enterprise Association to recommend a boundary modification of South Bend's <br />Zone to the State Enterprise Zone Board. She indicated this modification was <br />requested by Mastic Division. She indicated that the Association voted unanimously <br />to recommend this change to the Common Council and State Board, at its February 18, <br />1987 meeting. Ernest Szarwark, attorney, for Mastic, spoke in favor of this <br />resolution. Council Member Zakrzewski made a motion to adopt this resolution, <br />seconded by Council Member Paszek. The resoltuion was adopted by a roll call vote <br />of nine ayes. <br />RESOLUTION NO. 1486 -87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, APPROVING THE APPLICATION OF THE HOUSING <br />AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA, TO THE <br />UNITED STATES DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT FOR FUNDS WITH WHICH TO ACQUIRE EXISTING <br />HOUSING UNDER THE ACQUISITION OF EXISTING HOUSING <br />PROGRAM (PIH NOTICE 87 -1). <br />WHEREAS, it is the policy of this locality to eliminate substandard and other <br />inadequate housing, and to realize as soon as possible and feasible the goal of a <br />decent home in a suitable environment for all of its citizens; and <br />WHEREAS. under the provisions of the United States Housing Act of 1937, as <br />amended, the United States of American, acting through the Secretary of Housing and <br />Urban Development is authorized to provide financial assistance to local public <br />housing agencies; and <br />WHEREAS, the Act provides that there be local determination of need for low -rent <br />housing to meet needs not being adequately met by private enterprises; and <br />WHEREAS, the South Bend Housing Authority is a public housing agency and is <br />applying to the Government for funds to acquire existing housing. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND <br />AS FOLLOWS: <br />Section I. The application of the Housing Authority of the City of South Bend, <br />Indiana, to the United States Department of Housing and Urban Development for funds <br />with which to acquire fifty (50) existing housing units pursuant to the acquisition <br />of Existing Housing Program is hereby approved. <br />Section II. This Resolution shall be in full force and effect after its passage <br />by the Common Council and approval by the Mayor. <br />/s/ Joseph T. Alonzo Watson, Director, <br />of The Housing Authority, indicated they desired to acquire additional units to <br />provide housing for low- income persons in the city of South Bend. He indicated that <br />HUD was currently accepting applications for development programs on a limited <br />basis. He indicated they would acquire existing structures scattered throughout the <br />community. He indicated at the current time they have a waiting list of 455' <br />applications. Council Member Barcome made a motion to adopt this resolution, <br />seconded by Council Member Taylor. The resolution was adopted by a roll call vote <br />of nine ayes. <br />RESOLUTION NO. 148 -7-87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND APPROVING THE ORDER OF THE AREA PLAN COMMISSION OF <br />ST. JOSEPH COUNTY WITH REGARD TO THE DEVELOPMENT PLAN <br />FOR THE SOUTH BEND CENTRAL DEVELOPMENT AREA. <br />
