<br />Council Member Braboy read the resolution and presented it to Harold Brazier. 
<br />Council Member Voorde made a motion to adopt this resolution, seconded by Council 
<br />Member Zakrzewski. The resolution was adopted by a roll call vote of nine ayes. 
<br />REPORTS 
<br />Council Member Voorde indicted that the Zoning and Vacation Committee had met on 
<br />Bill nos. 121, 138- 86,and 4 -87. He indicated 121 and 4 received a favorable 
<br />recommendations, and 138 -86 received no recommendation. 
<br />Council Member Puzzello indicated that the Public Safety Committee had met on Bill 
<br />No. 8 -87, and recommended it favorably, as amended. 
<br />Council Member Braboy indicated that the Human Resources Committee had met on 
<br />resolutions 87 -8, 87 -22 and 87 -21. She indicated that 8 and 22 received favorable 
<br />recommendations, and 87 -21 would be continued until March 23. 
<br />Council Member Barcome made a motion to resolve into the Committee of the Whole, 
<br />seconded by Council Member Taylor. The motion carried. 
<br />COMMITTEE OF THE WHOLE 
<br />Be it remembered that the Common Council of the City of South Bend met in the 
<br />Committee of the Whole on March 9, at 7:08 p.m., with nine members present.

<br />BILL NO. 121 -86 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 1025 
<br />E. CALVERT STREET, IN THE CITY OF SOUTH BEND, INDIANA. 
<br />This being the time heretofore set for public hearing on the above bill, proponents 
<br />and opponents were given an opportunity to be heard. Michael Dantz, from Area Plan, 
<br />gave the staff report which favorably recommended this zoning. Council Member Beck 
<br />made the presentation for the bill. She indicated this zoning legalized an already 
<br />exiting usage of the property. She indicated this home has always been a duplex. 
<br />Council Member Barcome made a motion to recommend this bill to the Council 
<br />favorably, seconded by Council Member Paszek. The motion carried. 
<br />BILL NO. 138 -86 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED IN THE 
<br />1700 BLOCK OF EAST RANDOLPH STREET IN THE CITY OF SOUTH BEND, 
<br />INDIANA. 
<br />This being the time heretofore set for public hearing on the above bill, proponents 
<br />and opponents were given an opportunity to be heard. Mike Dantz, of Area Plan, gave 
<br />the staff report, which recommended this zoning favorably. Council Member Beck made 
<br />a motion to accept the substitute bill on file with the City Clerk, seconded by 
<br />Council Member Taylor. The motion carried. Council Member Beck made the 
<br />presentation for the bill. She indicated the property was owned by Reith Riley, and 
<br />purchased by Bamar Plastics. She indicated Bamar was notified that it was going to 
<br />be rezoned. She indicated the property was presently zoned "E" Industrial and this 
<br />is not the zoning that should be in a residential neighborhood. Don Richards, 1717 
<br />Robinson, spoke in favor of this rezoning. Tim Hartzer, attorney representing Bamar 
<br />Manufacturing, is interested in expanding its business. He indicated that Bamar's 
<br />present building is located on "D" Light Industrial. He indicated Bamar has been 
<br />interested in this property for several years. He indicated that they were aware 
<br />that th4e zoning process was underway, however, due to a two month continuance in 
<br />Area Plan they did not receive another notice. He indicated the zoning has been 
<br />amended and does not include the entire parcel, however, they wanted to expand on 
<br />the entire site. Barry Lee, 2301 Topsfield Road, indicated they have been 
<br />negotiating for the purchase of this land for approximately seven years. He 
<br />indicated they needed to expand their business in South Bend, due to the fact that 
<br />they have closed their Little Rock, Arkansas operation. Ralph Johnson, 630 E. 
<br />Fairview; Dave Hoeflinger, 1801 S. Robinson; and James Cronk, 702 E. LaSalle, spoke 
<br />in opposition to this zoning. Council Member Taylor made a motion to recommend this 
<br />bill to the Council favorably, as amended, seconded by Council Member Braboy. 
<br />Council Member Voorde made a motion to recess, seconded by Council Member Paszek. 
<br />The motion carried and the meeting was recessed at 7:45 p.m., and reconvened at 7:55 
<br />p.m. The favorable recommendation passed by a roll call vote of nine ayes. 
<br />BILL NO. 4 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 3501 
<br />EAST JEFFERSON BOULEVARD IN THE CITY OF SOUTH BEND, INDIANA. 
<br />This being the time heretofore set for public hearing on the above bill, proponents 
<br />and opponents were given an opportunity to be heard. Michael Dantz, from Area Plan, 
<br />gave the staff report, which was favorable. Susanne Hanson, attorney, made the 
<br />presentation for the bill. She indicated Holy Cross Health Systems, planned to 
<br />continue to use this building as office space. She indicated there would be
