REGULAR MEETING FEBRUARY 23, 1987 <br />WHEREAS, the Council held a public hearing for the purposes of hearing all <br />remonstrances and objections from interested persons; and <br />WHEREAS, the Council has determined that the qualifications for an economic <br />revitalization area have been met. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the Common Council hereby confirms its Declaratory Resolution <br />designating the area described herein as an Economic Revitalization Area for the <br />purposes of tax abatement. Such designation is for (real or personal) property tax <br />abatement only and is limited to five (5) calendar years from the date of adoption <br />of the Declaratory Resolution by the Common Council. <br />SECTION II. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Joseph T. Russ Hegg, a <br />representative of Schnee - Morehead, indicated they planned to construct a <br />warehousing, distribution and manufacturing support facility for sealant products. <br />He indicated in twelve to eighteen months twenty -four new jobs will be created and 8 <br />jobs will be maintained. Council Member Barcome made a motion to adopt Resolution <br />No. 1472 -87, as amended, seconded by Council Member Paszek. The resolution was <br />adopted by a roll call vote of nine ayes. The resolution was <br />adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 1474 -87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND AUTHORIZING-THE EXECUTION OF AN AGREEMENT FOR <br />HAZARDOUS MATERIAL INCIDENT RESPONSE SERVICES BETWEEN <br />THE CITY OF SOUTH BEND AND THE INDIANA DEPARTMENT OF <br />HIGHWAYS. <br />WHEREAS, the Common Council of the City of South Bend recognizes the existence <br />of the South Bend Fire Department Hazardous Materials Incident Response team <br />consisting of trained personnel and equipment for response to hazardous materials <br />incidents; and <br />WHEREAS, because of continued increase in vehicular traffic transporting <br />hazardous materials on the Toll Road, the Indiana Department of Highways wishes to <br />continue to receive the services of the South Bend Fire Department Hazardous <br />Materials Incidents Response Team for response, assessment and control of hazardous <br />materials incidents occurring within its jurisdiction; and <br />WHEREAS, I.C. 36 -1 -7 -1 et. seq. permits governmental entities to exercise powers <br />jointly by entering into a written agreement; and <br />WHEREAS, on February 11, 1987 the Board of Public Safety reviewed this request <br />of the Indiana Department of Highways and recommends that the Common Council approve <br />the renewal of an Agreement for Hazardous Materials Incident Response Services with <br />the Indiana Department of Highways, Toll Road Division. <br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the Common Council of the City of South Bend renew the <br />agreement with the Indiana Department of Highways for Hazardous Materials Incident <br />Response Services and the President of the Common Council be authorized to execute <br />the appropriate Agreement necessary to carry out the request of the Indiana <br />Department of Highways and intent of this resolution. <br />SECTION II. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Joseph T. Luther Taylor, Fire <br />Chief, indicated that the Board of Public Safety adopted a resolution recommending <br />to the Common Council that the Agreement for Hazardous Materials Incident Response <br />Services between the City of South Bend and the Indiana Department of Highways be <br />renewed. Council Member Braboy made a motion to adopt this resolution, seconded by <br />Council Member Zakrzewski. The resolution was adopted by a roll call vote of nine <br />ayes. <br />
