REGULAR MEETING SEPTEMBER 21, 1992
<br />Council Member Coleman made a motion to resolve into the Committee of the Whole,
<br />seconded by Council Member Kelly. The resolution was adopted by a roll call vote of
<br />eight ayes.
<br />COMMITTEE OF THE WHOLE
<br />Be it remembered that the Common Council of the City of South Bend met in the
<br />Committee of the Whole on September 21, 1992 at 5:15 p.m., with eight members
<br />present. Chairman Puzzello presiding.
<br />BILL NO. 57 -92 A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS
<br />AND NON - BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA,
<br />FOR THE CALENDAR YEARS 1993, 1994, AND 1995.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Luecke made a
<br />motion to accept the substitute bill on file with the City Clerk's office, seconded
<br />by Council Member Coleman. The motion carried. Council Member Puzzello reported
<br />that the Human Resources Committee had met on this bill and recommended it to the
<br />Council favorable, as amended. Mayor Kernan made the presentation for the bill. He
<br />indicated that for the most part increases would be paid in bonus form for
<br />non - bargaining employees, however, there were adjustments made in different
<br />positions for a variety of reasons. Kevin Horton, Controller, asked that the bill
<br />be amended on page 2, Chief Deputy City Clerk should be increased from $25,000 to
<br />$26,000, deputy should be increased from 22,850 to 23,850 on the base pay. Council
<br />Member Coleman made a motion to accept the amendment, seconded by Council Member
<br />Luecke. The motion carried. He indicated a 4.33% bonus would be paid one -half in
<br />January and the other in July. He said 31 positions have been recommended for
<br />adjustments, which will only effect the budget by $29,000. Council Member Luecke
<br />made a motion to recommend this bill to the Council favorable, as amended, seconded
<br />by Council Member Coleman. The motion carried.
<br />BILL NO. 74 -92 A BILL MAKING TECHNICAL CORRECTIONS TO ORDINANCE NO. 8280 -92
<br />FIXING THE MAXIMUM SALARIES AND WAGES OF TEAMSTERS EMPLOYEES OF
<br />THE CITY OF SOUTH BEND, INDIANA, FOR CALENDAR YEARS 1993, 1994,
<br />AND 1995.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Luecke made a
<br />motion to accept the substitute bill on file with the City Cler, seconded by
<br />Council Member Coleman. The motion carried. Kevin Horton, Controller, made the
<br />presentation for the bill. He indicted this bill would make necessary technical
<br />corrections to the Teamsters salary ordinance by eleiminating clerical errors and
<br />ommissions. Council Member Luecke made a motion to recommend this bill to the
<br />Council favorable, seconded by Council Member Coleman. The motion carried.
<br />BILL NO. 61 -92 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />AMENDING VARIOUS SECTIONS WITHIN CHAPTER 2, ARTICLE 7 ENTITLED
<br />"BUDGETARY AND SALARY PROCEDURES" AND AMENDING VARIOUS SECTIONS
<br />WITHIN CHAPTER 2 ARTICLE 8 ENTITLED "CITY OFFICERS AND
<br />EMPLOYEES ".
<br />Council Member Luecke made a motion to continue this bill, at the request of the
<br />petitioner, until October 26, seconded by Council Member Coleman. The motion
<br />carried.
<br />BILL NO. 70 -92
<br />A BILL LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE
<br />PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSES OF THE
<br />CIVIL CITY OF SOUTH BEND FOR THE FISCAL YEAR ENDING DECEMBER 31,
<br />1993.
<br />BILL NO. 69 -92 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE
<br />EXPENSES OF SEVERAL DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND,
<br />INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1993, AND ENDING
<br />DECEMBER 31, 1993, INCLUDING ALL OUTSTANDING CLAIMS AND
<br />OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT.
<br />Council Member Coleman made a motion to combine public hearing on the above two
<br />bills in the Council portion, seconded by Council Member Zakrzewski. The motion
<br />carried. Council Member Luecke made a motion to accept the substitute on Bill No.
<br />69 -92, seconded by Council Member Coleman. The motion carried. Jeff Rinard, City
<br />Auditor, indicated that Bill No. 69 -92 needed to be amended: on page 1 -8, City
<br />Clerk, in account 101.0201.411.10.01 decrease by $30.60; account 101 - 0201.411.11.01
<br />decrease by $2.34; account 101 - 0201 - 411 -04 decrease $1.53 for a total decrease of
<br />$34.47; on page 1 -82, Building Department, account 101.1306.415.10.01 increase
<br />$1,776; account 101.1306.415.11 -01 increase $89.97; account 101.1306.416.11.04
<br />increase $58.81 for a total of $1,834.92. Council Member Luecke made a motion to
<br />accept the amendment, seconded by Council Member Coleman. The motion carried.

<br />favorable, as amended, seconded by Council Member Coleman. The motion carried.
