<br />Cole Associates, indicated some of the concerns of the neighborhood had been
<br />addressed in this new plan. He indicated this would serve as a buffer between
<br />Jefferson Street and the Swanson Park area. Steve Crane, administrator of Michiana
<br />Hospital, said the hospital does not plan to spread beyond Marshall Street. Dr.
<br />Douglas McGregor, indicated they presently treat 650 to 700 patients a week, and
<br />they feel they must be in close proximity to the OBGYN area. Linda Devine, a
<br />patient of the doctors, indicated the waiting rooms are very crowded and they need
<br />the extra room. Kathleen Brickley, chairman of the board of directors; Carl
<br />Ellison, 52397 Liberty Mills, spoke in favor of this rezoning. George Herendeen,
<br />attorney for the Swanson Park neighborhood, indicated this was an intrusion into the
<br />neighborhood. He presented a petition signed by 181 of the neighbors who live in
<br />area. He indicated they felt the hospital would try to continue to expand, and they
<br />had already purchased a piece of property on the north side of Marshall Street. He
<br />indicated Tuxedo was the gateway into that neighborhood. Ed Brooks, 209 S. Tuxedo;
<br />Bill Soderberg, 1515 E. Wayne, Frank Gilty, 134 N. Varsity; Nancy Demler, 224 S.
<br />Tuxedo; Dan Demiler, 224 S. Tuxedo; Walter McFee, 129 N. Tuxedo, spoke against this
<br />zoning. Council Member Kelly made a motion to recommend this bill to the Council
<br />unfavorable, seconded by Council Member Luecke. The motion carried on a roll call
<br />vote of five ayes and four nays (Council Members Washington, Slavinskas, Coleman and
<br />Ladewski.)
<br />Council Member Coleman made a motion to recess, seconded by Council Member
<br />Slavinskas. The motion carried and the meeting was recessed at 9:16 and reconvened
<br />at 9:25 p.m.

<br />NORTH RIGHT- -OF -WAY LINE OF WALL ST., AND THE SOUTH RIGHT -OF -WAY
<br />LINE OF THE FIRST EAST -WEST ALLEY NORTH OF WALL ST., INCLUDING
<br />THE RADIUS AT THE SOUTHWEST CORNER OF THESE INTERSECTING ALLEYS,
<br />FOR A DISTANCE OF APPROXIMATELY 164.8 FEET.

<br />BILL NO. 11 -92 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: WEST
<br />JEFFERSON STREET FROM THE WEST LINE OF LOT #32 RUNNING EAST TO 40
<br />FEET EAST OF THE EAST LINE OF LOT #29 IN ANN THOMAS SUBDIVISION
<br />TO THE CITY OF SOUTH BEND, INDIANA, FOR A DISTANCE OF
<br />APPROXIMATELY 270 FEET.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Slavinskas
<br />reported that the Zoning and Vacation Committee had met on this bill and recommended
<br />it to the Council favorable. Lloyd Taylor, vice president of the Northern Indiana
<br />Historical Society, made the presentation for the bill. He indicated when the
<br />Cunningham family and the Oliver Estate transferred Copshalom and some other parcels
<br />of real estate to the Historic Society, it was understood that a museum would be
<br />built on this site. He indicated that the Society had purchased several parcels of
<br />land on the north side of Jefferson before discovering it would not be a proper
<br />site; therefore they purchased land on the South side of Jefferson, with the
<br />intentions of vacating a portion of Jefferson. He indicated they have now acquired
<br />all of the lots bordering on Jefferson, except those owned by Planned Parenthood who
<br />is in favor of the vacation. Council Member Zakrzewski made a motion to recommend
<br />this bill to the Council favorable, seconded by Council Member Coleman. The motion
<br />carried.
<br />BILL NO. 4 -92 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />ANNEXING TO THE CITY OF SOUTH BEND CERTAIN TERRITORY CONTIGUOUS
<br />THEREWITH.
<br />This being the time heretofore set for public hearing on the above bills, proponents
<br />and opponents were given an opportunity to be heard. Council Member Slavinskas
<br />reported that the Zoning and Vacation Committee had met on this bill and recommended
<br />it to the Council favorable. John Schalliol, President of the Industrial
<br />Foundation, made the presentation for the bill. He indicated that the Foundation
<br />owned the bulk of this property and they were requesting the annexation. Council
<br />Member Coleman made a motion to recommend this bill to the Council favorable,
<br />seconded by Council Member Kelly. The motion carried.
<br />BILL NO. 5 -92 A BILL ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS CERTAIN
<br />LAND LOCATED IN GERMAN TOWNSHIP, ST. JOSEPH COUNTY, INDIANA.
<br />Council Member Coleman made a motion to continue this bill indefinitely, at the
<br />request of the petitioner, seconded by Council Member Luecke. The motion carried.
