Irene K. Gammon, City Clerk Joseph E. Kernan, Mayor <br />A public hearing was held on the resolution at this time. Council Member Slavinskas <br />' read the resolution. Council Member Coleman made a motion to adopt the resolution, <br />seconded by Council Member Ladewski. The resolution was adopted by a roll call vote <br />of nine ayes. <br />RESOLUTION NO. 1914 -92 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA COMMENDING KATHERINE HUMPHREYS FOR HER MORE <br />THAN FOUR YEARS OF DEDICATED SERVICE AS CONTROLLER TO THE <br />CITY. <br />' WHEREAS, the Common Council of the City of South Bend, Indiana proudly <br />recognizes that KATHERINE "KATIE" HUMPHREYS has diligently and enthusiastically <br />served the citizens of South Bend as City Controller since January 1, 1988; and <br />WHEREAS, during this time, Katie Humphreys has earned the reputation of <br />providing sound financial management advice; of demonstrating a constructive spirit <br />of full disclosure; of providing strong financial and professional leadership; and <br />for having a caring attitude and positive philosophy; and <br />WHEREAS, for the first time in our City's history, the City Controller, namely <br />Katherine Humphreys, was presented the "Award of Financial Reporting Achievement" by <br />the Government Finance Officers Association of the United States and Canada (GFOA); <br />and <br />WHEREAS, the GFOA highlighted the award - winning comprehensive annual financial <br />report of the City prepared by Katie Humphreys and her staff, as an example of how <br />reports should constructively and clearly communicate financial disclosures; and <br />WHEREAS, the Council also notes with pride that Katie Humphreys has provided <br />keen insights and clear perspectives in her many other capacities such as being a <br />member of the Board of Public Works, Century Center Board of Managers, the City's <br />Wage and Benefit Negotiating Teams, the Hotel /Motel Tax Board, the Industrial <br />Revolving Loan Fund Board, the Entertainment District Board, as well as the United <br />Way Campaign; and <br />' WHEREAS, some of the other innovative accomplishments which Katie successfully <br />initiated include: the Cafeteria Plan, an improved Health Insurance Program, the <br />Benefits Fair, the installation of a new computer system to better address the needs <br />of the City, and assisted in the Studebaker Corridor and Wastewater Treatment Plant <br />Bond issues, and the refinancing of the Stanley Coveleski Regional Stadium. <br />WHEREAS, Katie Humphreys has ably represented the City at various conventions;is <br />perhaps the only Controller to have a dance named after her (Do the "Katie "'), and <br />will undoubtedly be named to the IACT all -time pub b -ball team. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND <br />INDIANA, as follows: <br />SECTION I. On behalf of all of the citizens of the City of South Bend, Indiana, <br />the Common Council hereby publicly commends and thanks KATHERINE "KATIE" HUMPHREYS <br />for her more than four years of dedicated public service as our City Controller. <br />SECTION II. The Common Council publicly acknowledges Katie's countless <br />contributions and selfless dedication to pursue goals of sound fiscal responsibility <br />and accountability; to foster new and improved financial reporting systems, and to <br />strive to reach for excellence in all of her many tasks and municipal endeavors. <br />SECTION III. The Council sincerely wishes KATIE HUMPHREYS continued success, <br />both professionally and personally, as she embarks on new challenges and <br />opportunities in the years ahead. <br />SECTION IV.
