3
solar upgrades to nonprofit organizations and generated 90.05kW of solar energy generation
potential, the equivalent of saving over 9,824 gallons of gasoline from being consumed each
year, through four solar projects.
• Invested $81,000 in grassroots, neighborhood-led projects through the IGNITE program.
• Organized five Linden Avenue Farmers Markets attended by 1,500 people.
• Acquired several properties for strategic investments, including Union Station, the Portage-
Elwood shopping plaza, the River Glen Office Park, and more than 40 tax-sale lots that can be
used for new infill housing.
• Provided more than $1 million in home repairs for 76 households.
• Opened more than 10,000 environmental citation cases, with more than 60% being resolved
by the property owner.
• Led a robust engagement process for the Downtown Plan that included more than 500 people
who provided input on priorities and design ideas for the next two decades of investment
downtown.
• Demolished the remaining buildings at the former Drewrys Brewery site in preparation for
future redevelopment.
• Completed work on The Link Trail, connecting downtown to the University of Notre Dame.
To be truly successful, all projects must reflect community input captured through our
neighborhood planning processes and engagement with neighborhood associations.
• Ensuring our neighborhoods are safe, clean, and prosperous—and that changes are resident-
driven—is core to Community Investment's mission.
These are just a small selection of the many accomplishments of the Community Investment team
during the last year—and we look forward to all the new accomplishments in 2025 and beyond.
I am honored to lead such a talented team, and every day I am filled with gratitude and
admiration for the work they do on behalf of South Bend.
Thank you,
Caleb Bauer
Executive Director
Department of Community Investment
ANNUAL REPORT 2024
