29 <br /> BUILDING DEPARTMENT <br /> COMMISSIONER'S REPORT <br /> SUCCESSES <br /> 2024 was another record-breaking year for the Building Department as the Residential sector re- <br /> mained constant and the Commercial sector boomed in all areas. We have achieved all-time highs <br /> in permit issuance revenue and construction valuation. We work with both city and county depart- <br /> ments,from data collection and analysis, assisting with daily issues, to helping solve issues with our <br /> aging building scape. We continue to develop permit processes accommodating developers and <br /> contractors of all sizes, using all available technologies. <br /> We issued 12,350 permits, performed 16,502 inspections, and traveled 114,719 miles in serving <br /> the residents of St.Joseph County and the City of South Bend. Additionally, we performed 269 Plan <br /> Reviews and processed our measured building permits in an amazing average of 2 minutes and 56 <br /> seconds. <br /> Certification is a measure of quality and professionalism in the building industry. Our inspectors and <br /> administrative staff are active in continuing education and have obtained new and renewed certi- <br /> fications in a continuing effort to become cross trained in all code disciplines. We encourage addi- <br /> tional training and certification for everyone in the department. There have been 5 International <br /> Code Council Certifications earned in 2024. <br /> FORECAST ISSUES - MOVING AHEAD <br /> We predict 2025 will be more of the same.The Residential sector will remain constant as interest <br /> rates level off or decrease. The Commercial sector will continue to be strong with large-scale proj- <br /> ects planned throughout our jurisdiction. <br /> We have effectively implemented community outreach through relationship building activities with <br /> home builders, schools, unions, developers, and governmental entities. We have done multiple <br /> presentations to help create building code awareness and communicate the benefits of a robust <br /> Building Department. We continue to better serve the public with growing expertise and efficien- <br /> cy.
