156 <br />REGULAR MEETING <br />JANUARY 28, 1991 <br />functions to allow it to serve as grant recipient of Job Training Partnership Act, <br />Wagner - Peyser, and other funds and to administer the same within Elkhart, Marshall, <br />Kosciusko and St. Joseph Counties, to provide other services as deemed appropriate <br />by the Board of Workforce Development Services of Northern Indiana, and to allow <br />other general local units of government to join the Workforce Development Services <br />upon the approval of their respective Common Council or County Council. <br />Section II. The Common Council of the City of South Bend authorizes the Mayor <br />of the City of South Bend to enter into an agreement, pursuant to Section 36 -1 -7 et <br />seq. of the Indiana Code, i.e. Interlocal Cooperation Act, amending the Charter of <br />the Employment & Training Services of St. Joseph County so as to comply with the <br />mandates of Section 22- 4 -18 -1 et seq. of the Indiana Code. <br />Section III. This resolution shall be in full force and effect upon passage by <br />the Common Council and approval by the Mayor of the City of South Bend. <br />/s/ Donald Niezgodski <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Juan Manigault, Director, <br />indicated this resolution would broaden the geographic area within the jurisdiction <br />of the Employment Training Services of St. Joseph County, as well as change the name <br />to the Workforce Development Services of Indiana. Council Member Coleman made a <br />motion to adopt this resolution, seconded by Council Member Ladewski. The <br />resolution was adopted by a roll call vote of nine ayes. <br />BILLS. FIRST READING <br />BILL NO. 7 -91 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: FIRST <br />NORTH -SOUTH ALLEY WEST OF LELAND AVE., LOCATED BETWEEN THE SOUTH <br />RIGHT -OF -WAY LINE OF ASHLAND AVENUE., FOR A DISTANCE OF <br />APPROXIMATELY 180 LINEAR FEET. <br />This bill had first reading. Council Member Coleman made a motion to refer this <br />bill to the Zoning and Vacation Committee and set it for public hearing and third <br />reading February 11, 1991, seconded by Council Member Duda. The motion carried. <br />BILL NO. 8 -91 A BILL ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH <br />BEND, INDIANA CERTAIN LAND LOCATED IN CENTRE TOWNSHIP, ST. JOSEPH <br />COUNTY, INDIANA. <br />This bill had first reading. Council Member Coleman made a motion to refer this <br />bill to the Zoning and Vacation Committee and set it for public hearing and third <br />reading February 11, 1991, seconded by Council Member Duda. The motion carried. <br />BILL NO. 9 -91 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING CHAPTER 4, ARTICLE 4, SECTION 4 -60 OF THE MUNICIPAL CODE <br />OF THE CITY OF SOUTH BEND COMMONLY KNOWN AS "TRANSIENT MERCHANTS. <br />This bill had first reading. Council Member Puzzello made a motion to refer this <br />bill to the Personnel and Finance Committee and set it for public hearing and second <br />reading February 11, 1991, seconded by Council Member Zakrzewski. The motion <br />carried. <br />BILL NO. 10 -91 A BILL APPROPRIATING $4,140.00 FROM THE HAZMAT FUND TO PURCHASE <br />ADDITIONAL EQUIPMENT. <br />This bill had first reading. Council Member Slavinskas made a motion to refer this <br />bill to the Public Safety Committee and set it for public hearing and second reading <br />February 11, 1991, seconded by Council Member Coleman. The motion carried. <br />BILL NO. 11 -91 A BILL APPROPRIATING $466,652.00 FROM THE EMERGENCY MEDICAL <br />SERVICES CAPITAL IMPROVEMENT FUND TO FUND LEASE /PURCHASE PAYMENTS <br />AND EQUIPMENT PURCHASES. <br />This bill had first reading. Council Member Coleman made a motion to refer this <br />bill to the Public Safety Committee and set it for public hearing and second reading <br />February 11, 1991, seconded by Council Member Duda. The motion carried. <br />BILL NO. 12 -91 AN BILL AUTHORIZING TAX ANTICIPATION TIME WARRANTS FOR 1991. <br />This bill had first reading. Council Member Puzzello made a motion to refer this <br />bill to the Personnel & Finance Committee and set it for public hearing and second <br />reading February 11, 1991, seconded by Council Member Coleman. The motion carried. <br />There being no further business to come before the Council, unfinished or new, <br />Council Member Coleman made a motion to adjourn, seconded by Council Member <br />Slavinskas.
