The Common Council determines and finds that the proposed described <br />redevelopment or rehabilitation can be reasonably expected to yield benefits <br />identified in the Statement of Benefits set forth as sections I through II of the <br />Petition for Real Property Tax Abatement consideration and that the Statement of <br />Benefits form prescribed by the State Board of Accounts are sufficient to justify <br />the deduction granted under Section 6 -1.1- 12.1 -3 of the Indiana Code. <br />SECTION IV. The Common Council herby accepts the report and recommendation of the <br />Human Resources and Economic Development Committee that the area herein described <br />be designated an Economic Revitalization Area and hereby adopts a resolution <br />designating this area as an Economic Revitalization Area for purposes of real <br />property tax abatement. <br />SECTION V. The designation as an Economic Revitalization Area shall be limited to <br />two (2) calendar years form the date of the adoption of this Resolution by the <br />Common Council. <br />SECTION VI. The Common Council hereby determines that the property owner is <br />qualified for and is granted property tax deduction for a period of three (3) <br />years. <br />SECTION VII. The Common Council directs the City Clerk to cause notice of the <br />adoption of this Declaratory Resolution for Real Property Tax Abatement to be <br />published, said publication providing notice of the public hearing before the <br />Common Council of the proposed confirming of said declaratory. <br />SECTION VIII. This Resolution shall be in full force and effect from and after its <br />adoption by the Common Council on the proposed confirming of said declaration. <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Council Member Luecke <br />stated that the Human Resources and Economic Development Committee met on this bill <br />and recommends it to Council favorable, as amended. Council Member Luecke made a <br />motion to amend this resolution, seconded by Council Member Coleman. The motion <br />carried. Thomas McCalley, Briarwood Development, Carmel, IN made the presentation <br />on the bill. He stated that ADT Securities will be the petitioner and they propose <br />to rehabilitate the existing building located at 202 Western Av. He indicated that <br />the project cost is estimated at $150,000. Council Member Luecke made a motion to <br />adopt this resolution, as amended, seconded by Council member Coleman. The <br />resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 1828 -90 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA CLOSING CERTAIN SPECIAL FUNDS AND <br />TRANSFERRING ANY BALANCES THEREIN TO THE GENERAL FUND OF <br />THE CITY OF SOUTH BEND. <br />WHEREAS, there was created by Ordinance No. 3644 -48 a special fund of the City of <br />South Bend known as the Parking Meter Fund (Fund No. 204), deposits therein to be <br />used to regulate traffic and to regulate the use of the streets and highways of the <br />City of South Bend, Indiana, to create and define parking meter zones; monies to be <br />deposited in such fund to be derived from coins deposited in parking meters located <br />within the City of South Bend, and having a balance in said fund of $0.00 as of <br />August 31, 1990; and <br />WHEREAS, there has been established a special fund designated as the Human Rights <br />Commission Fund (Fund No. 206), deposits therein to be expended for activities to <br />prevent discrimination and promote human rights within the City of South Bend, <br />monies to be deposited in said fund to be derived from specific annual property tax <br />levy, and such fund having a balance of <br />
