The motion <br />carried. <br />.BILL NO. 22 -90 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING SECTIONS 4 -17 AND 4 -43 BY THE ADDITION OF LICENSING <br />REGULATIONS ADDRESSING TRANSIENT MERCHANTS. <br />Council Member Voorde made a motion to continue this bill to the May 14, 1990 <br />meeting, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 25 -90 A BILL APPROPRIATING $66,000.00 RECEIVED FROM THE U.S. <br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY SHELTER <br />GRANTS PROGRAM. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Luecke stated <br />that the Human Resources and Economic Development Committee met on this bill and <br />recommends favorable to Council. Ted Leverman, Assistant Director Bureau of <br />Housing made the presentation on the bill. He stated that the City has received <br />funds through the Emergency Shelter Grants Program which is administered by the <br />State of Indiana Department of Human Services. He indicated that these funds will <br />be used to provide services to the homeless and youth at risk in the South Bend <br />area. Council Member Luecke made a motion to recommend this bill favorable, <br />seconded by Council Member Duda. Council Member Coleman made a motion to pass this <br />bill, seconded by Council Member Duda. The bill passed by a roll call vote of nine <br />ayes. <br />RESOLUTIONS RESOLUTION NO. 1779 -90 <br />A RESOLUTION CONFIRMING THE ADOPTION OF A <br />DECLARATORY RESOLUTION DESIGNATING CERTAIN <br />AREAS WITHIN THE CITY OF SOUTH BEND, <br />INDIANA COMMONLY KNOWN AS 115 N. NILES <br />AVENUE TO BE AN ECONOMIC REVITALIZATION <br />AREA FOR PURPOSES OF A 10 YEAR REAL <br />PROPERTY TAX ABATEMENT FOR NILES /WASHINGTON <br />ASSOCIATES. <br />WHEREAS, the Common Council of the City of South Bend, Indiana has adopted a <br />Declaratory Resolution designating certain areas within the City as an Economic <br />Revitalization Areas for the purpose of tax abatement consideration; and <br />WHEREAS, a Declaratory Resolution designated the area commonly known as 115 N. <br />Niles Avenue and which is more particularly described as follows: <br />
