REGULAR MEETING APRIL 22, 2013 <br /> <br /> <br /> <br /> <br /> <br /> <br />REPORT FROM AREA PLAN COMMISSION <br /> <br />BILL NO. 11-13- REZONING & SPECIAL EXCEPTION – 3801 W. WESTERN <br /> <br />Councilmember Varner made a motion to refer this bill to the Zoning & Annexation Committee <br />and set it for Public Hearing and Third Reading on May 13, 2013. Councilmember Oliver Davis <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br /> <br /> <br />NEW BUSINESS <br /> <br />Councilmember Dieter stated that he attended the South Bend Fire Departments Retiree Dinner. <br />He also noted that he along with Councilmember’s Gavin Ferlic, Karen White and Tim Scott <br />th <br />attended the 11 annual Near Northwest Neighborhood “Adopt a Block” Program. <br />Councilmember Dieter stated concerns and asked if 20 MPH speed limit signs could be placed <br />on Diamond & Vassar all the way to Lincolnway. <br /> <br />Councilmember Schey announced the formation of an ad hoc committee South Bend Animal <br />stth <br />Care and Control. She stated that their 1 meeting will be Thursday, April 25 at 5:30 p.m. in <br />th <br />the Council’s Informal Meeting Room, 4 Floor County-City Building, 227 W. Jefferson Blvd., <br />South Bend, Indiana. <br /> <br />Councilmember Henry Davis advised that there is a lighting issue in the parking lot at the <br />Charles Black Center. He stated that someone was robbed in the parking lot last week. He <br />stated that there needs to be more lights installed. Councilmember Davis stated that the <br />MBE/WBE memo that went out last week on workshops was misleading. He stated that there is <br />a local job issue and that out of town contractors are getting the work on projects like the Auto <br />Zone on South Michigan St. Councilmember Davis stated that he would like to create an ad hoc <br />committee regarding vacant & abandoned housing. <br /> <br /> <br />PRIVILEGE OF THE FLOOR <br /> <br />COMMENTS REGARDING BREED SPECIFIC LEGISLATION <br />Gabrielle Thompson, 1121 Stanfield, South Bend, Indiana, asked the Council to overturn Breed <br />Specific Legislation and make specific changes in Animal Control such as rights of dogs, pitbull <br />type dogs. <br /> <br />th <br />Michelle Stante, 721 30 Street, South Bend, Indiana, asked the Council to eliminate Breed <br />Specific Legislation. <br /> <br />Pat Herrod, 720 N. Oakland, Mishawaka, Indiana, asked the Council to take Breed Specific <br />Legislation out of the South Bend Municipal Code. <br /> <br />COMMENTS REGARDING TRANSPARENCY <br />Jesse Davis, P. O. Box 10209, South Bend, Indiana, stated that they need transparency in <br />government. He asked the Council to look into hiring more local contractors for city bids. <br /> <br />COMMENTS REGARDING RE-LOCATING MLK DRIVE <br />Samuel Brown, Citizens United for a Better Government, 415 LaSalle, South Bend, Indiana, <br />recommended that the Council see the Movie “42.” He stated that MLK Drive is a sensitive <br />issue, and it’s a disgrace and needs to be changed. <br /> <br /> <br /> <br /> <br /> <br /> <br />11 <br /> <br /> <br />
