REGULAR MEETING APRIL 8, 2013

To realize they had the audacity to put their name in to continue as managers of Century Center
is beyond words. Apparently they have no shame in the fact that they have cost our community
millions of dollars.

It has been reported to me by a Council member that Global Spectrum was relying on the
Hotel/Motel Tax to pay the bills entirely. The Hotel/Motel Tax, as you must be aware, has
always been the underlying source of funding for Century Center. However, by no means was it
set up to be the total control of support for the building.

Explanations need to be made as to why Global Spectrum was allowed to incur the massive
amounts of losses of monies. There needs to be an investigation. Why has it taken years for the
public to be informed of these losses? Have illegal actions taken place? If it is found that
illegalities have taken place, then charges need to be filed. We need answers, not excuses. It is
disheartening to know that the fox is in the hen house and has been for years.

While I was at the Chamber, there were the same complaints about our downtown that I still
hear. Those noises were about the inability to draw people to the downtown area. Not enough or
variety of entertainment, restaurants, shopping and other means that would draw people. It is no
different now than it was then except there is less now than back in the 1980’s.

I would like to suggest that a close watch be kept on the Century Center Board and that the
Board be brought up to compliance, as it is not in compliance. A close watch needs to be kept to
make sure that the managing company fulfills what they are being hired to do. That is, bring in
business, good business, to our community. Thank You.

Josiah Martino, 1013 W. Street, South Bend, Indiana, asked if there was an easier way to
streamline the tax appeals process.

Patty Russworm, 1411 Northside Blvd., South Bend, Indiana, asked what happened with Bill No.
09-13 that was on tonight’s agenda?

Council Attorney Kathleen Cekanski-Farrand stated that the bill was continued until May 13,
2013.

ADJOURNMENT
There being no further business to come before the Council, President Derek D. Dieter adjourned
the meeting at 8:11 p.m.

ATTEST: ATTEST:

____________________________ ____________________________
John Voorde, City Clerk Derek D.
