City of South Bend, IN — Department of Public Works , <br />J ' VER EGY' <br />GESC: Central Fire Station & MLK Dream Center Solar PV 04 <br />OPTION C <br />Verification techniques involve utility whole building meter analysis, reviewing overall energy use, and <br />identifying the effects of energy projects on a facility. Energy use before and after a retrofit project is <br />compared to determine savings. The measurement of energy consumption and the cost savings <br />associated with installed energy management equipment are a comparison between the energy <br />consumed during the current calendar period and the baseline calendar period. It consists of only the <br />energy bills applicable to the buildings under energy management. Once the program is in place, energy <br />use is taken from current utility bills. <br />OPTION D <br />Computer models are developed that use simulations of baseline and post -installation energy use to <br />determine savings. <br />For this project we would recommend using both Options A and B. For all operational savings measures <br />we would utilize Option A due to the complicated nature of trying to meter this equipment. As for the solar <br />arrays we would measure the output on an ongoing basis (Option B), which requires minimal metering <br />equipment. The cost of this ongoing measurement and verification is bundled in our extended <br />warranty/maintenance program. This is a completely optional program that can be discontinued at the <br />City's discretion. In this way, City of South Bend can be certain that the guarantee is met, and the project <br />is not burdened by ongoing measurement & verification if they so choose. Our proposal would also <br />assume non -utility savings incurred by reduced maintenance and down -time of HVAC equipment. <br />MEASUREMENT AND VERIFICATION PLAN AND ANNUAL SAVINGS REPORT <br />The two primary responsibilities of the Measurement & Verification department at Veregy are to ensure <br />that the solar assets are performing as expected and to track savings for the customer. From the <br />performance perspective, solar production and insolation data is compiled every week and benchmarked <br />against our expected production value for the current month in the typical meteorological year (TMY). <br />During the design process, TMY3 data is used to simulate expected monthly solar production. As a result, <br />we know how much energy the system could produce given a certain magnitude of global horizontal <br />insolation (GHI). By compiling the actual GHI data for a site, we are able to implement a performance <br />ratio to calculate the expected solar production for that site, and thereby determine if the system is <br />performing as expected. From the savings perspective, revenue grade meters and communication <br />systems are used to pull production data either on -site or through the internet. The production data is <br />compiled, tracked, and benchmarked to ensure that we are fulfilling our obligations to the customer. At <br />the end of each guarantee year, the customer will be given a yearly production and savings report by <br />Veregy, as well as a yearly "Guaranteed Energy Savings Contract Annual Savings Report" detailing <br />environmental and dollar savings that is to be filed with the Indiana Department of Local Government <br />Finance. <br />Page 114 <br />
