FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> NA-20 Disproportionately Greater Need: Severe Housing Problems - 91.405, <br /> 91.205 (b)(2) <br /> Assess the need of any racial or ethnic group that has disproportionately greater need in comparison to the <br /> needs of that category of need as a whole. <br /> Introduction <br /> During the planning process for the preparation of the St. Joseph County Housing Consortium,the City of <br /> South Bend's Five-Year Consolidated Plan, and the City of Mishawaka's Five-Year Consolidated Plan <br /> (submitted separately), an evaluation and comparison was made to determine if any racial or ethnic group <br /> is disproportionately affected by severe housing problems in the County. Disproportionately greater need <br /> is defined as a group having at least 10 percentage points higher than the percentage of persons as a whole. <br /> Severe housing problems are distinguished from housing problems by a threshold of more than 1.5 persons <br /> per room as opposed to more than 1 person per room for overcrowding, as well as a cost burden threshold <br /> of over 50%of income as opposed to over 30%of income. Data detailing information by racial group and <br /> Hispanic origin has been compiled from the 2011-2015 CHAS data and the 2011-2015 American <br /> Community Survey Five-Year Estimates.
