<br /> Summary of Housing Needs
<br /> The populations of the City of South Bend and St.Joseph County have been slowly increasing.Based on a
<br /> comparison between the 2009 and 2020 populations, St. Joseph County had a 0.6% increase in its
<br /> population. The population increase was 2,330 persons, but the number of households only increased by
<br /> 1,860 units.
<br /> The Household Area Median Family Income (HAMFI) for St. Joseph County increased by 25% from
<br /> $43,544 to $54,443. This increase represents a change in nominal dollars and not a change in real dollars.
<br /> To determine the change in real dollars,the Consumer Price Index is used to calculate the inflation rate for
<br /> a given period.Between 2009 and 2020,the cumulative inflation rate was approximately 22.18%,meaning
<br /> that the $43,544.00 median income in 2009 would be $53,201.33 if it were expressed in terms of 2020
<br /> dollars. By taking into consideration the rate of inflation, the median income in St. Joseph County has
<br /> slightly outpaced the rate of inflation.
<br /> In speaking with stakeholders and residents, housing costs were regularly cited as the biggest issue facing
<br /> the community. Low-income renters say they're having trouble affording to stay in the City and owner-
<br /> occupied housing units are being purchased by incoming wealthier residents, leading to rising housing
<br /> costs.
