The City of South Bend Neighborhoods Division prepares the Five-Year Consolidated Plan, Annual Action Plans, Environmental Review Records (ERR), and the Consolidated Annual Performance and Evaluation Reports (CAPERs), processes pay requests,and performs contracting,monitoring,and oversight of the program on a day to day basis. In addition, the St. Joseph County Housing Consortium hired a private planning consulting firm to assist the City in the preparation of the Five-Year Consolidated Plan.
