FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> 2. Summary of the objectives and outcomes identified in the Plan's Needs Assessment <br /> Overview <br /> The purpose of City of South Bend's FY 2025-2029 Five-Year Consolidated Plan is to serve as a <br /> consolidated planning document, an application, and a strategic plan for the City. The following <br /> are the priority needs and goals that have been identified for the five-year period of FY 2025 <br /> through FY 2029: <br /> HOUSING PRIORITY-HS <br /> St. Joseph County, including the Cities of South Bend and Mishawaka, has been experiencing a <br /> growth in population. This has created demand for housing and has strained the existing housing <br /> stock. This has resulted in an increase in the sale price of homes and rental costs in the County. <br /> Low-and moderate-income households have been severely impacted and are unable to find decent, <br /> safe,sanitary,and affordable housing because they can no longer pay the increase in housing costs. <br /> This has been identified as the top priority for St. Joseph Housing Consortium. <br /> The following goals are presented to address this Housing Priority: <br /> • HS-1 Housing Development — Increase the number of decent safe, sanitary, accessible, <br /> and affordable housing units in the County, both for owner-occupied and rental-occupied <br /> housing. <br /> • HS-2 Homeownership — Increase the opportunities for homeownership for low- and <br /> moderate-income households through downpayment/closing cost assistance, and housing <br /> counseling services. <br /> • HS-3 Housing Rehabilitation—Promote and assist in the preservation of existing owner- <br /> occupied and renter-occupied housing in the County. <br /> • HS-4 Lead-Based Paint—Promote and educate property owners on the dangers of lead- <br /> based paint and safe work practices to abate lead-based paint in their residences. <br /> • HS-5 Housing Assistance — Promote and provide housing stability through mortgage <br /> assistance tax payments, rental assistance, deposits, and utility payments for low- and <br /> moderate-income households who are at risk of homelessness. <br /> • HS-6 Fair Housing — Affirmatively further fair housing by promoting and informing <br /> households on their rights,and by educating landlords,realtors,mortgage brokers,financial <br /> institutions, and sellers on fair housing practices which will reduce discrimination in the <br /> sale and rental of housing. <br /> • HS-7 Housing Supportive Services — Promote and assist low- and moderate-income <br /> households in the purchase, maintenance and upkeep of their homes through housing and <br /> financial counseling to avoid eviction proceedings. <br /> HOMELESS PRIORITY—HO <br /> OMB Control No:2506-0117(exp.07/31/2025) 28 <br />
