Determining Length of Rental Assistance <br /> The RPC agreed in the 2012 Substantial Amendment that any client is eligible to receive <br /> assistance up to 12 months within a 3 year period as determined by the certification <br /> process required for all ESG clients. All subrecipients are expected to provide support to <br /> clients for the full time necessary to stabilize that client and provide for the likelihood of <br /> positive housing outcomes after assistance. <br /> An updated policy was approved by the RPC in December 2014.Additionally approved was <br /> the option for an agency to tier the rent assistance over the 12 month period,for example <br /> pay 100%for the first 3 months; 75%the next 3 months; 50%the next 3 months and so on <br /> to assist clients with the planning and ability to assume rent costs themselves. <br /> Rent assistance for youth can be provided for a maximum of 24 months, unless or until a <br /> client could do this on their own. <br /> Use of Other Subsidies <br /> Financial assistance under 24 CFR 576.105 (a)cannot be provided to a program participant <br /> who is receiving the same type of assistance through other public sources or to a program <br /> participant who has been provided with replacement housing payments under the URA, <br /> during the period of time covered by the URA payments. <br /> City of South Bend - ESG Policies and Procedures Manual 37 <br />
