to 3 months, provided that the fees are accrued after the date the program participant <br /> begins receiving assistance for services (housing search & placement and/or case <br /> management)and before the program participant moves into permanent housing. Payment <br /> of temporary storage fees in arrears is not eligible. <br /> If accessing moving/storage services, the subrecipient must document in detail the <br /> circumstances surrounding the need to access these services, include monthly fees that <br /> will be charged and the dates in which the services will be accessed. In addition, <br /> subrecipient staff should take an active role in assisting the participant in finding <br /> reasonably priced vendors for this service. <br /> 5.2 — Housing Relocation & Stabilization: Service <br /> Costs <br /> Subject to the general restrictions under the homeless definitions of homeless prevention and rapid <br /> re-housing, 24 CFR 576.103 and 24 CFR 576.104, ESG funds may be used to pay the costs of <br /> providing the following services: <br /> Housing Search and Placement <br /> ESG funds may be used for services or activities designed to assist individuals or families in <br /> locating,obtaining,and retaining suitable permanent housing include the following: <br /> 1. Assessment of housing barriers, needs,and preferences; <br /> 2. Development of an action plan for locating housing; <br /> 3. Housing search; <br /> 4. Outreach to and negotiation with owners; <br /> 5. Assistance with submitting rental applications and understanding leases; <br /> 6. Assessment of housing for compliance with Emergency Solutions Grant (ESG) <br /> requirements for habitability, lead-based paint,and rent reasonableness; <br /> 7.
