FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> What are the characteristics of the market in these areas/neighborhoods? <br /> Low- and moderate-income block groups are spread throughout the City of South Bend. The majority of <br /> low- and moderate-income areas are located in the western portion of the City. These block groups are <br /> mostly single unit residential neighborhoods. Several low-and moderate-income block groups adjourn the <br /> St. Joseph River which flows through the downtown of the City of South Bend. While there is denser <br /> housing units,the majority live in single family housing units. <br /> Are there any community assets in these areas/neighborhoods? <br /> Throughout South Bend,there are neighborhood associations which work to promote the needs of their <br /> community. Neighborhood associations provide construction or rehabilitation services to facilitate the <br /> housing needs of their community. <br /> Are there other strategic opportunities in any of these areas? <br /> These areas have a large share of renters as opposed to homeowners. The City is creating a rental registry <br /> that has the potential to stabilize the housing in the area. Many of the houses in these areas are relatively <br /> inexpensive and can provide a starter home for young families. <br /> OMB Control No:2506-0117(exp.07/31/2025) 119 <br />
