Council Member Luecke made a motion to refer this bill <br />to Area Plan, seconded by Council Member Duda. The motion carried. <br />NO. 76 -95 <br />A BILL TRANSFERRING MONIES FROM VARIOUS ACCOUNTS TO VARIOUS <br />ACCOUNTS WITHIN DEPARTMENTS WITHIN THE VARIOUS FUNDS OF THE CITY <br />OF SOUTH BEND, INDIANA FOR THE YEAR 1995 <br />s bill had third reading. The motion carried. <br />-95 A BILL INCREASING APPROPRIATIONS AND DECREASING APPROPRIATIONS <br />WITHIN THE VARIOUS DEPARTMENTS WITHIN THE VARIOUS FUNDS OF THE <br />CITY OF SOUTH BEND, INDIANA FOR THE YEAR 1995 <br />bill had third reading. Council Member Luecke made a motion to refer this bill <br />the Personnel and Finance Committee and set it for public hearing and third <br />ing on November 27, seconded by Council Member Washington. The motion carried. <br />A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING CHAPTER 4, ARTICLE 4, SECTIONS 4 -38 AND 4 -60 OF THE <br />SOUTH BEND MUNICIPAL CODE BY THE INCLUSION OF AN EXCEPTION TO <br />LICENSING PROVISIONS FOR VENDORS AT THE 4 -H FAIRGROUNDS <br />This bill had third reading. Council Member Luecke made a motion to refer this bill <br />to the Personnel and Finance Committee and set it for public hearing and third <br />reading on November 27, seconded by Council Member Washington. The motion carried. <br />Council Member Coleman indicated he would have a resolution in support of combining <br />the County Jail and the Police Station. He indicated he would have a petition in <br />support of putting the new jail at Sample and LaFayette. <br />FLOOR <br />Joyce Boaler, 1606 Hillsdale, indicated that through the generosity of William <br />Rhodes and John Hiler there will be a street light at Ridgedale and Caroline. <br />Council Member Luecke indicated the City had responded to this issue and had approved <br />a light, however, the neighbors did not want this type of light. <br />Jim Cierzniak, 1156 E. Victoria, spoke against the proposed hockey arena. He read an <br />article against building sport palaces <br />Gene Oakley, 2614 York, indicated that the controversy regarding the light the city <br />wanted to install at Caroline and Ridgedale, was due to the fact there were overhead <br />wires and the neighbors wanted a decorative pole. <br />David Daitchman, a resident on the corner of Caroline and Ridgedale indicated the <br />Rabbi said it was dangerous to walk in the street, and it was a problem, he may not <br />have said it to the Mayor, but he did say it. He indicated he was willing to spend <br />the money to put in sidewalks along his property and he has been trying for two years <br />to get this accomplished through the Good Neighbors - Good Neighborhood Program. He <br />indicated he felt that this was a priority, since it was a safety factor and for <br />those reasons his request should be moved up. <br />There being no further business to come before the Council unfinished or new, Council <br />Member Coleman made a motion to adjourn, a seconded by Council Member Washington. <br />The motion carried.
