REGULAR MEETING July 22, 2024 <br /> PUBLIC HEARINGS <br /> BILL NO. <br /> 30-24 PUBLIC HEARING ON AN ORDINANCE OF <br /> THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, AMENDING THE <br /> ZONING ORDINANCE FOR PROPERTY <br /> LOCATED 1022 E COLFAX AVENUE, <br /> COUNCILMANIC DISTRICT NO.4 IN THE CITY <br /> OF SOUTH BEND, INDIANA <br /> Clerk Tirado read the bill to the Council for its second (2°d) reading. <br /> After the second (2"d) reading, Councilmember Lee requested the committee report. <br /> Councilmember Dr. Davis stated that Bill No. 30-24 went before the Zoning and Annexation <br /> Committee and comes with a favorable recommendation. <br /> Councilmember Lee requested that the petitioner(s) state their name and address and share key <br /> points before the council. <br /> Skip Morrell, Zoning Specialist with offices on the 141h floor of the County-City Building, spoke <br /> regarding Bill No. 30-24 which change the parcel from Urban Neighborhood Two (U2) to <br /> Neighborhood Center(NC)which skips one(1)zoning level Urban Neighborhood Flex(UF).This <br /> would be the same zoning as the parcel next door, which is also owned by the petitoner. The <br /> petitoner intends to open a beauty shop at this location. <br /> Councilmember Lee requested questions from the Council. <br /> Councilmember Tomas Morgan asked about the landscaping requirements. <br /> Skip Morrell answered that the property meets the requirements. <br /> Councilmember Tomas Morgan asked why the property is not being brought up one step in zoning. <br /> Councilmember Tomas Morgan stated that this has happened in the past, and it was not a good <br /> result. <br /> Justine Webb, 1022 E. Colfax Ave, South Bend IN 46617, the petitioner, speaks in support of Bill <br /> No. 30-24. Justine Webb stated that there will be issues with her insurance if the two properties are <br /> in different zoning classes. <br /> Council Vice President Niezgodski asked if the property is a historical property. <br /> Justine Webb stated that she is not sure. <br /> Council Vice President Niezgodski asked if the property next door has a home on it. <br /> Skip Morrell answered yes. <br /> Councilmember Bolden-Simpson asked which home is historic. <br /> Justine Webb answered 1026 E Colfax is historic, and she believes that the property located at <br /> 1022 E Colfax is as well. <br /> Councilmember Lee asked if the two parcels owned by Webb Squared LLC share a parking lot. <br /> Skip Morrell answered yes. <br /> Councilmember Lee opened the public hearing. <br /> Jordan Giger 302 S Falcon Street, South Bend IN 46619, spoke in support of Bill No. 30-24. <br /> Councilmember Troy Warner stated that it does need to take two (2) steps up in zoning as (UF) <br /> would be sufficent for the use of the property. Councilmember Warner stated that uses for a <br /> property are temporary but the zoning is permanent. <br /> Councilmember Dr. Davis stated support for Bill No. 30-24. <br /> 3 <br />
