REGULAR MEETING MARCH 25, 1996 for the resolution. She indicated this resolution will proclaim the week of April 1 - 7 National Community Development Week. She indicated the Federal Administration has proposed deep cuts in future funding for the Community Development Block Grant Program, and this resolution is requested to draw attention to the great contribution this grant makes to the City. She indicated if they cut this program the City will lose a valuable resource. Council Member Coleman made a motion to adopt this resolution, seconded by Council Member Washington. The resolution was adopted by a roll call vote of nine ayes. BILLS, FIRST READING BILL NO. 61 -94 AN ORDINANCE AMENDING THE ZONING ORDINANCE, AND ESTABLISHING AN HISTORIC LANDMARK FOR THE PROPERTY LOCATED AT 3418 MISHAWAKA AVE., IN THE CITY OF SOUTH BEND, INDIANA. This bill had first reading. Council Member Luecke made a motion to refer this bill to the Zoning and Annexation Committee, and set it for public hearing and third reading on April 15, seconded by Council Member Zakrzewski. The motion carried. BILL NO. 18 -96 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING VARIOUS SECTIONS WITHIN CHAPTER 2, ARTICLE 6, ENTITLED TAX ABATEMENT PROCEDURES OF THE SOUTH BEND MUNICIPAL CODE This bill had first reading. Council Member Coleman made a motion to refer this bill to the Community and Economic Development Committee and set it for public hearing and third reading on April 15,, seconded by Council Member Hosinski. The motion carried. BILL NO. 19 -96 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROVING THE SALE OF PARK PROPERTY This bill had first reading. Council Member Broden made a motion to refer this bill to the Parks Committee and set it for public hearing and third reading on April 15, seconded by Council Member Washington. The motion carried. Bill No. 20 -96 AN ORDINANCE AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 211 -213 S. MICHIGAN, IN THE CITY OF SOUTH BEND. This bill had first reading. Council Member Luecke made a motion to refer this bill to Area Plan, seconded by Council Member Coleman. The motion carried. UNFINISHED BUSINESS Council Member Luecke made a motion to set Bill No. 61 -94 for public hearing and third reading on April 15, and refer it to the Zoning and Annexation Committee, seconded by Council Member Zakrzewski. The motion carried. Council Member Zakrzewski made a motion to set Bill Nos. 5, 7, 10 -96 for public hearing and third reading on April 15, and refer it to the Zoning and Annexation Committee, seconded by Council Member Luecke. The motion carried. PRIVILEGE OF THE FLOOR Garry Aretz, 1553 Wildflower, spoke regarding the City being in the animal control business.
