REGULAR MEETING MARCH 24, 1997 assumed increasing importance for meeting pressing community problems; and WHEREAS, the Congress and the Nation has often overlooked the critical value of the COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM and the significant number of organizations and projects that rely on its funds for support; and WHEREAS, the Congress of the United States has declared March 24 - 30, 1997 NATIONAL COMMUNITY DEVELOPMENT WEEK and have called upon the President and all people of the United States to observe the week with appropriate ceremonies and activities. NOW, THEREFORE, BE IT RESOLVED that Mayor Stephen J. Luecke and the Common Council of the City of South Bend, Indiana, proclaim March 24 -30, 1997 NATIONAL COMMUNITY DEVELOPMENT WEEK and call upon all citizens of our city to participate in ceremonies and activities celebrating the COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. /s/ Roland Kelly Member of the Common council A public hearing was held on the resolution at this time. Beth Leonard, director of financial and program management, made the presentation for the resolution. She indicated is proclaiming the week of March 24 - 30, in order to draw attention to the great contribution the Community Development Block Grant has made to South Bend. Mayor Luecke spoke in favor of this resolution. Council Member Coleman made a motion to adopt this resolution, seconded by Council Member Hosinski. The resolution was adopted by a roll call vote of nine ayes. RESOLUTION NO. 2447 -97 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND DESIGNATING CERTAIN AREAS WITHIN THE CITY OF SOUTH BEND, INDIANA, COMMONLY KNOWN AS 250 EAST SAMPLE STREET AN ECONOMIC REVITALIZATION AREA FOR PURPOSES OF A THREE (3) YEAR REAL PROPERTY TAX ABATEMENT FOR SOUTH BEND REDEVELOPMENT COMMISSION FOR THE BENEFIT OF DAVIS AND GROOME, AN INDIANA PARTNERSHIP WHEREAS, a petition for real property tax abatement has been filed with the City Clerk for consideration by the Common Council of the City of South Bend, Indiana requesting that the area commonly known as 250 E. Sample, South Bend, Indiana, and which is more particularly described as follows: Parcel I: Lots numbered one (1), two (2) and three (3) as shown on the recorded plat of Mary Hutchins' addition to the City of South Bend, recorded in Plat Book 2, Page 67, together with the east and west alley lying south of lots 1 and 2 and north of lot 3 of said lots. A lot or parcel of land in the east half of the northwest quarter of Section 13, Township 37 north, Range 2 east, now within and a part of the City of South Bend, in St. Joseph County, Indiana, described as beginning at a point 36 rods, 3 feet and 10 inches west of the northeast corner of the northwest quarter of said section 13; thence running west on the north line of said section a distance of 28 feet; thence to the place of beginning, excepting therefrom that part taken off of the north end thereof for Sample Street. Parcel II: A parcel of land in the northwest quarter of Section 13, Township 37 north, Range 2 east, described as follows: Beginning at a point 40 rods, 13 feet and 10 inches west of the northeast corner of the northwest quarter
