REGULAR MEETING <br />NOVEMBER 22, 1999 <br />BILL NO. 98 -99 A BILL APPROPRIATING $127,000 RECEIVED FROM <br />THE U.S. DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT'S EMERGENCY SHELTER GRANT <br />PROGRAM <br />Councilmember Kelly reported that the Community & Economic Development Committee met on <br />this bill and sends it to the Council with a favorable recommendation. <br />Ms. Elizabeth Leonard, Director, Financial and Program Management, Community & Economic <br />Development, 1200 County -City Building, South Bend, Indiana, made the presentation for this bill. <br />Ms. Leonard advised the Council that this bill appropriates funds for the Emergency Shelter Grant <br />Program and again is part of the 2000 Housing and Community Development Plan that was <br />approved. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Kelly made a motion for favorable recommendation to full Council concerning <br />this bill. Council President Coleman seconded the motion which carried by a voice vote of nine (9) <br />ayes. <br />BILL NO. 99 -99 A BILL APPROPRIATING $541,060 WITHIN FUND 212 <br />FOR THE PURPOSE OF DEFRAYING THE <br />ADMINISTRATIVE COSTS OF THE DEPARTMENT OF <br />COMMUNITY & ECONOMIC DEVELOPMENT <br />Councilmember Kelly reported that the Community & Economic Development Committee met on <br />this bill and sends it to the Council with a favorable recommendation. <br />Ms. Elizabeth Leonard, Director, Financial and Program Management, Community & Economic <br />Development, 1200 County -City Building, South Bend, Indiana, made the presentation for this bill. <br />Ms. Leonard indicated that this bill appropriates the dollars that the Department expects to receive <br />acting as staff throughout the year 2000. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Council President Coleman made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember King seconded the motion which carried by a voice vote of <br />nine (9) ayes. <br />BILL NO. 100 -99 A BILL APPROPRIATING $81,964 FROM THE <br />ECONOMIC DEVELOPMENT STATE GRANT FUND <br />FOR THE PURPOSE OF ASSISTING IN THE SUPPORT <br />OF THE DIVISION OF BUSINESS ASSISTANCE'S <br />ADMINISTRATIVE BUDGET <br />Councilmember Kelly reported that the Community & Economic Development Committee met on <br />this bill and sends it to the Council with a favorable recommendation. <br />Ms. Elizabeth Leonard, Director, Financial and Program Management, Community & Economic <br />Development, 1200 County -City Building, South Bend, Indiana, made the presentation for this bill. <br />
