REGULAR MEETING OCTOBER 11, 1999 space for a Neighborhood Partnership Center by entering into a lease with Paul M. Dillon and Phyllis M. Dillon for a term of six months with an option to lease on a month to month basis thereafter, with a rental for the lease term not to exceed Two Thousand Nine Hundred and Seventy Dollars ($2,970.00) in the lease term, and at the same monthly rate if the option is exercised. 5. That on October 1, 1999, the Board of Public Works received a certificate signed by the St. Joseph County Auditor, certifying that the verifier and the signatories of the Petition are taxpayers of property located with the corporate limits of the City of South Bend. 6. That on October 1, 1999, a proposed lease agreement for the premises was filed with the Board of Public Works, a true 'and complete copy of which is attached hereto and incorporated herein. 7. That having heard all speakers at the presentation and hearing on this Resolution on October 11, 1999, and having taken into consideration facts adduced at this hearing and in documents and presentations, as well as all personal investigation, discussions, and consideration by individual Council members, the Common Council of the City of South Bend hereby finds, pursuant to I.C. 36- 1- 10 -7(2), that the lease of property at 609 W. Indiana Avenue as a Neighborhood Partnership Center, as petitioned by the fifty (50) taxpayers of the City of South Bend, as certified by the St. Joseph County Auditor is needed. 8. This Resolution shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. s /Sean Coleman Member, South Bend Common Council Ms. Jennifer Mielke, Neighborhood Planner, Planning & Neighborhood Development, Community and Economic Development, 205 West Jefferson Boulevard, Suite 416, South Bend, Indiana, made the presentation for this Resolution. Ms. Mielke stated that before the Council this evening is a Lease Agreement between the City and Mr. Paul M. Dillon for property at 609 West Indiana Avenue to be used as a Neighborhood Partnership Center. The term of the Lease is six (6) months from November 1, 1999 to April 30, 2000 with an option to renew on a month to month basis. The rate of Pa, dht will be four hundred ninety -five dollars ($495.00) per month. A Public Hearing was Yield on the Resolution at this time. Ms. Shirley Fulton, 1628 South Carlisle Street, South Bend, Indiana spoke in favor of this Resolution. Ms. Fulton informed the Council that she is on the Board of the Ruin Village Neighborhood Association and is currently its recording secretary. She is also a member of the Partnership Center Advisory Committee. Ms. Fulton urged the Council to pass this Resolution. She stated that the neighbors have a great deal of interest in the Center remaining at this location for the next six (6) months as the Center provides a great many services. There was no one present wishing to speak in opposition to this bill. Therefore, Councilmember Ujdak made a motion to adopt this Resolution. Councilmember Hosinski seconded the motion. At this time it was noted that the Resolution refers to the address as Indiana Street instead of Indiana Avenue in the title and in numerical paragraphs three (3) and seven (7). Therefore, Councilmember Ujdak made a motion to withdraw his motion. Councilmember Hosinski seconded the motion which carried.
