REGULAR MEETING <br />OCTOBER 11, 1999 <br />space for a Neighborhood Partnership Center by entering into a lease with Paul M. Dillon and <br />Phyllis M. Dillon for a term of six months with an option to lease on a month to month basis <br />thereafter, with a rental for the lease term not to exceed Two Thousand Nine Hundred and <br />Seventy Dollars ($2,970.00) in the lease term, and at the same monthly rate if the option is <br />exercised. <br />5. That on October 1, 1999, the Board of Public Works received a certificate signed by <br />the St. Joseph County Auditor, certifying that the verifier and the signatories of the Petition are <br />taxpayers of property located with the corporate limits of the City of South Bend. <br />6. That on October 1, 1999, a proposed lease agreement for the premises was filed with <br />the Board of Public Works, a true 'and complete copy of which is attached hereto and <br />incorporated herein. <br />7. That having heard all speakers at the presentation and hearing on this Resolution on <br />October 11, 1999, and having taken into consideration facts adduced at this hearing and in <br />documents and presentations, as well as all personal investigation, discussions, and consideration <br />by individual Council members, the Common Council of the City of South Bend hereby finds, <br />pursuant to I.C. 36- 1- 10 -7(2), that the lease of property at 609 W. Indiana Avenue as a <br />Neighborhood Partnership Center, as petitioned by the fifty (50) taxpayers of the City of South <br />Bend, as certified by the St. Joseph County Auditor is needed. <br />8. This Resolution shall be in full force and effect from and after its adoption by the <br />Common Council and approval by the Mayor. <br />s /Sean Coleman <br />Member, South Bend Common Council <br />Ms. Jennifer Mielke, Neighborhood Planner, Planning & Neighborhood Development, <br />Community and Economic Development, 205 West Jefferson Boulevard, Suite 416, South Bend, <br />Indiana, made the presentation for this Resolution. <br />Ms. Mielke stated that before the Council this evening is a Lease Agreement between the City <br />and Mr. Paul M. Dillon for property at 609 West Indiana Avenue to be used as a Neighborhood <br />Partnership Center. The term of the Lease is six (6) months from November 1, 1999 to April 30, <br />2000 with an option to renew on a month to month basis. The rate of Pa, dht will be four <br />hundred ninety -five dollars ($495.00) per month. <br />A Public Hearing was Yield on the Resolution at this time. <br />Ms. Shirley Fulton, 1628 South Carlisle Street, South Bend, Indiana spoke in favor of this <br />Resolution. Ms. Fulton informed the Council that she is on the Board of the Ruin Village <br />Neighborhood Association and is currently its recording secretary. She is also a member of the <br />Partnership Center Advisory Committee. Ms. Fulton urged the Council to pass this Resolution. <br />She stated that the neighbors have a great deal of interest in the Center remaining at this location <br />for the next six (6) months as the Center provides a great many services. <br />There was no one present wishing to speak in opposition to this bill. <br />Therefore, Councilmember Ujdak made a motion to adopt this Resolution. Councilmember <br />Hosinski seconded the motion. <br />At this time it was noted that the Resolution refers to the address as Indiana Street instead of <br />Indiana Avenue in the title and in numerical paragraphs three (3) and seven (7). <br />Therefore, Councilmember Ujdak made a motion to withdraw his motion.
