REGULAR MEETING JUNE 28, 1999 <br />Ms. Tolbert stated that the Resolution submitted for consideration authorizes the Mayor to submit <br />an application to the State for a$ 10,000.00 Community Planning Fund Grant. This grant is needed <br />to provide funds to assist in the creation of the Keller Park Neighborhood Strategic Plan process. <br />The Plan will be a part of the Portage Avenue Corridor Initiative Planning process and will be used <br />as a guide by the Keller Park Neighborhood Association. The City of South Bend has pledged <br />$10,000.00, the Neighborhood Resources and Technical Service Corporation has pledged $5,000.00 <br />and Expanded Metal Company of Indiana has pledged $1,000.00 for this endeavor.. <br />A Public Hearing was held on the Resolution at this time. <br />Mr. Bill Borders, President, Keller Park Neighborhood Association, 946 Roosevelt, South Bend, <br />Indiana, advised the Council that the money is needed for improvements to the area which is visible <br />to Portage Avenue and Riverside Drive. <br />There was no one present wishing to speak to the Council in opposition to this Resolution. <br />Therefore, Councilmember Hosinski made a motion to adopt this Resolution. Councilmember <br />Sniadecki seconded the motion which carried and the Resolution was adopted by a roll call vote of <br />nine (9) ayes. <br />BILLS - FIRST READING <br />BILL NO. 48-99 A BILL AMENDING THE ZONING ORDINANCE FOR <br />PROPERTY LOCATED AT 1710 EDISON ROAD, IN THE <br />CITY OF SOUTH BEND, INDIANA <br />This bill had first reading. Councilmember Varner made a motion to refer this bill to the Area Plan <br />Commission. Councilmember Aranowski seconded the motion which carried. <br />BILL NO. 49-99 A BILL APPROPRIATING $80,000 FROM THE URBAN <br />DEVELOPMENT ACTION GRANT FUND FOR THE <br />PURPOSE OF FUNDING PREDEVELOPMENT COSTS <br />This bill had first reading. Councilmember Kelly made a motion to refer this bill to the Community <br />and Economic Development Committee and set it for Public Hearing and Third Reading on July 12, <br />1999. Councilmember Pfeifer seconded the motion which carried. <br />BILL NO. 50 -99 A BILL PROHIBITING ULTIMATE FIGHTING IN THE <br />CITY OF SOUTH BEND, INDIANA <br />This bill had first reading. Councilmember Hosinski made a motion to refer this bill to the Health <br />and Public Safety Committee and set it for Public Hearing and Third Reading on July 12, 1999. <br />Councilmember Varner seconded the motion which carried. <br />BILL NO. 51 -99 A BILL OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, AMENDING CHAPTER 4 OF <br />THE SOUTH BEND MUNICIPAL CODE TO REVISE <br />PROVISIONS FOR LICENSING OF TAXICAB <br />COMPANIES, VEHICLES AND DRIVERS <br />This bill had first reading. Councilmember Pfeifer made a motion to refer this bill to the Personnel <br />and Finance Committee and set it for Public Hearing and Third Reading on July 12, 1999. <br />Councilmember Varner seconded the motion which carried. <br />
