REGULAR MEETING <br />APRIL 28, 1999 <br />This bill had first reading. Councilmember Kelly made a motion to refer this bill to the Area Plan <br />Commission. Councilmember Varner seconded the motion which carried by a voice vote of nine <br />(9) ayes. <br />UNFINISHED BUSINESS <br />1. PUBLIC HEARING /THIRD READING - BILL NO. 41 -98 <br />Councilmember Hosinski made a motion to set Bill No. 41 -98 for Public Hearing and third <br />reading on May 24,1999. Councilmember Sniadecki seconded the motion which carried by <br />a voice vote of nine (9) ayes. Councilmember Hosinski noted that Bill No. 41 -98 was <br />continued indefinitely by the Council at its meeting of July 27, 1998. <br />2. REPORTS FROM AREA PLAN COMMISSION <br />It is noted that the Council is in receipt of reports from the Area Plan Commission <br />concerning Bill Nos. 17 -99, 26 -99 and 27 -99. Councilmember Hosinski made a motion to <br />set these bills for Public Hearing and third reading for May 10, 1999 and to refer them to the <br />Zoning and Annexation Committee. Councilmember Varner seconded the motion which <br />carried by a voice vote of nine (9) ayes. <br />3. REINVENTING LAW ENFORCEMENT & LOITERING 101 CONFERENCE <br />Councilmember Pfeifer thanked all those who assisted with the loitering conference <br />especially Council Attorney Kathleen Cekanski - Farrand. Ms. Pfeifer stated that Part II of <br />this conference will be held on August 5, 1999. <br />4. PUBLIC WORKS & PROPERTY VACATION COMMITTEE MEETING <br />Councilmember Varner requested that a Public Works and Property Vacation Committee <br />meeting be scheduled for May 10, 1999 at which time Mr. Lewis Powell, Director, <br />Department of Public Works, will make a short presentation concerning the expected street <br />repairs and improvements program. <br />5. PARKS AND RECREATION COMMITTEE MEETING <br />Councilmember Pfeifer stated that the Parks and Recreation Committee will meet on May <br />10, 1999 to receive an update from the Superintendent of Public Parks concerning this <br />summers parks and recreation program. <br />6. RESIDENTIAL NEIGHBORHOOD COMMITTEE MEETING <br />Councilmember King noted that the Residential Neighborhood Committee will meet on <br />Thursday, April 29, 1999 at 10:30 a.m. in the South Bend Community School Corporation <br />Vehicle Maintenance Facility conference room at 3003 North Bendix Drive, South Bend, <br />Indiana, for continuing discussion on the school bus parking issue. <br />7. COMMUNITY PRAYER BREAKFAST <br />President Coleman reminded members that the Community Prayer Breakfast will be held on <br />Friday, April 30, 1999 at Century Center. <br />NEW BUSINESS <br />There was no new business to come before the Council. <br />PRIVILEGE OF THE FLOOR <br />Mr. Jim Cierzniak, 1156 East Victoria, South Bend, Indiana, submitted and read to the Council his <br />written comments concerning revenue and expenses for the month of March for the College Football <br />Hall of Fame. <br />
