REGULAR MEETING APRIL 12, 1999
and sends it to the Council with a favorable recommendation.
Captain Terry Young, South Bend Police Department, 701 West Sample Street, South Bend,
Indiana, informed the Council that the Police Department has had some concerns regarding the
language in Municipal Code Section 19 -48. They are asking that the Board of Public Safety
have some flexibility to request groups who want to use park property for events or meetings to
either reschedule the date of use or the property used. This is a public safety issue and the South
Bend Police Department and the Board of Public Safety want to make sure that they have the
resources and manpower to cover events within the City with police presence and adequate
protection. They also want to be able to suggest an alternative date or location for an activity so
that the event does not unreasonably cause any problems.
There being no one present wishing to speak to the Council either in favor of or in opposition to
this bill, Councilmember Aranowski made a motion for favorable recommendation to full
Council concerning this bill. Councilmember Kelly seconded the motion which carried.
RISE AND REPORT
Councilmember Hosinski made motion to rise and report to the full Council.
