ANY UNSUITABLE SOIL SHALL BE EXCAVATED AND BACKFILLED WITH SUITABLE <br />MATERIAL. <br />3. ALL TESTING SHALL BE DONE BY A QUALIFIED SOIL TESTING FIRM APPROVED BY THE <br />OWNER. <br />4. A MINIMUM OF 4 INCHES OF TOPSOIL SHALL BE PLACED ON ALL DISTURBED AREAS <br />OUTSIDE BUILDING AND ROADWAY AREAS. <br />5.
