REGULAR MEETING NOVEMBER 12, 2001 This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. Mr. Gary Gilot, Public Works Director, 1300 Floor County -City Building, South Bend, Indiana, stated that he wanted to confirm that the Board of Public Works sent this petition with some issues to be resolved and those have been satisfactorily addressed by the petitioner subject to utility easements and subject to dedication of an additional eight foot (8') by ten foot (10') turnaround space for a pilot jug handle turn. He stated that the Council is making history with the first jug handle turn in an alley. There was no one else present wishing to speak in favor of this vacation and there was no one present wishing to speak in opposition to this bill. Therefore, Councilmember King made a motion for favorable recommendation to full Council concerning this bill as substituted on October 22, 2001. Councilmember Kelly seconded the motion which carried by a voice vote of nine (9) ayes. BILL NO. 101 -01 PUBLIC HEARING ON A BILL APPROPRIATING $126,081 RECEIVED FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY SHELTER GRANT PROGRAM Councilmember Kelly reported that the Community and Economic Development Committee met on this bill and recommends it to the Council favorably. Ms. Beth Leonard, Director, Financial and Program Management, Community & Economic Development, 1200 County -City Building, South Bend, Indiana, made the presentation for this bill. Ms. Leonard advised that this bill appropriates the 2002 dollars for the Emergency Shelter Grant Program that allows them to fund emergency shelters such as Youth Service Bureau, Center for the Homeless, AIDS Task Force and the YWCA Crisis Shelter. There being no one present wishing to speak to the Council either in favor of or in opposition to this bill, Councilmember Kelly made a motion for favorable recommendation to full Council concerning this bill.
