SPECIAL MEETING AUGUST 19, 2001 <br />Councilmember Coleman made a motion to consider the second substitute verison of this bill as <br />amended. Councilmember Kelly seconded the motion which carried by a voice vote of seven (7) <br />ayes and one (1) nay by Councilmember Kirsits. <br />Additionally, Councilmember Kelly made a motion to pass this bill as substituted and amended. <br />Councilmember Varner seconded the motion which carried by a roll call vote of seven (7) ayes and <br />one (1) nay by Councilmember Kirsits. <br />UNFINISHED BUSINESS <br />There was no unfinished business to come before the Council at this time. <br />NEW BUSINESS <br />There was no new business to come before the Council <br />PRIVILEGE OF THE FLOOR <br />Council President Pfeifer asked if there was anyone present wishing to address the Council on any <br />issue that was not on the agenda. <br />Mr. Tom Dixon, resident of South Bend, Indiana, no address given, stated that he would like to <br />comment on negotiations. Mr. Dixon thanked individual members of the Council for their respective <br />roles in the negotiation process. He stated that negotiations were more harsh than any labor <br />negotiations he has been involved in before. He further stated that South Bend is a community that <br />is changing and it is not enough to belong to a political party. You have to have ideas and energy. <br />The ordinance passed tonight and the last best and final offer that is going to be voted on will not <br />get the first class patrolman pay in the top thirty (30) in eight (8) years and they deserve to be in the <br />top five (5) in the state. <br />Mr. Scott Ruszkowski, 2437 Inglewood Court, South Bend, Indiana, advised the Council that he <br />would like to relinquish his three (3) minutes to Mr. Dixon. Council President Pfeifer advised him <br />that that is not an option as Mr. Dixon has already spoken and the rules under Privilege of the Floor <br />do not allow him to relinquish his time. <br />ADJOURNMENT <br />There being no further business to come before the Council, President Pfeifer adjourned the meeting <br />at 5:55 p.m. <br />ATTEST: <br />ATTEST: <br />oretta J u fl Citj Cler c Charlotte Pfeifer, President <br />U <br />1 <br />
