REGULAR MEETING AUGUST 13, 2001 <br />BILL NO. 71 -01 FIRST READING ON A BILL APPROPRIATING $432,143 <br />WITHIN FUND 212 FOR THE PURPOSE OF <br />ADMINISTERING THE AMERICORPS PROGRAM <br />This bill had first reading. Councilmember Coleman made a motion to refer this bill to the <br />Personnel and Finance Committee and set it for Public Hearing and Third Reading on August 27, <br />2001. Councilmember Uj dak seconded the motion which carried by a voice vote of seven (7) ayes. <br />BILL NO. 72-01 FIRST READING ON A BILL APPROPRIATING $10,000 <br />WITHIN FUND 212 FOR THE PURPOSE OF PAYING <br />FOR COSTS OF COLLECTION <br />This bill had first reading. Councilmember Coleman made a motion to refer this bill to the <br />Personnel and Finance Committee and set it for Public Hearing and Third Reading on August 27, <br />2001. Councilmember Aranowski seconded the motion which carried by a voice vote of seven (7) <br />ayes. <br />BILL NO. 73-01 FIRST READING ON A BILL AMENDING THE ZONING <br />ORDINANCE FOR PROPERTY LOCATED AT 505 <br />SOUTH LOGAN STREET IN THE CITY OF SOUTH <br />BEND, INDIANA <br />This bill had first reading. Councilmember Coleman made a motion to refer this bill to the Area <br />Plan Commission. Councilmember Kelly seconded the motion which carried by a voice vote of nine <br />(9) ayes. <br />UNFINISHED BUSINESS <br />There was no unfinished business to come before the Council at this time. <br />NEW BUSINESS <br />There was no new business to come before the Council at this time. <br />PRIVILEGE OF THE FLOOR <br />President Pfeifer noted that the Council will consider suspending the rules at this time to allow <br />individuals to speak on items that are on this evening's agenda with the stipulation that the Council <br />will not take questions as this is the opportunity for the public to speak as opposed to asking <br />questions. President Pfeifer stated that if anyone has questions that they would like answered they <br />should be submitted to the City Clerk. Therefore, Councilmember King made a motion to suspend <br />the rules at this time for the purposes as outlined by President Pfeifer. Councilmember Varner <br />seconded the motion which carried by a voice vote of seven (7) ayes. <br />Miss Joyce Boaler, 1606 Hillsdale Road, South Bend, Indiana, spoke in support of a pay increase <br />for the Police Department. She noted that all that is necessary in order to do that is a one per cent <br />(1 %) to five per cent (5 %) decrease in every department's expenditure.. Ms. Boaler also voiced her <br />displeasure in the ordinance that was passed this evening regarding ticket scalping. <br />Ms. Rita Kopala, 66559 Ivy Road, Lakeville, Indiana, informed the Council that she supports the <br />Police Department and they should get a living wage. She stated that tax paying citizens should not <br />be arrested for doing the same thing which the police recently did which was to demonstrate as it <br />is their first amendment right to protest. Ms. Kopala recounted her experiences of being arrested <br />for her protests noting that she was arrested in the same area that the police officers protesting this <br />past weekend were able to do without incident. <br />
